National Consultant To Develop Training Curriculum on Pilots for Abolishment of People’s Council at District and Ward Level
The project: “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness” (Public Administration Reform – PAR project) carried out by Vietnam Ministry of Home Affairs (MOHA) under sponsorship of UNDP and other donors contributing through One United Nations Fund. The project is planned to implement in 3 years (from April 2009 to April 2012) applied at Selected provincial People’s Committee and relevant Line Ministries
The project is comprised of 4 components with 8 outputs. The component 3 - Local government reform, the expected output is to support the pilot for abolishment of people’s councils at district and ward level. In this context, the government of Vietnam has prepared a proposal for a pilot abolishment of people’s councils at district and ward level. The proposal has been approved by the National Assembly; the government is implementing the pilot process which is supported by the project. The result gained by pilot phase would create a foundation for changes in the laws and policies to facilitate the continuation of the renovation process and improve the quality of organization and operation of local government in the coming time.
The project is now seeking for a National Consultant for an activity of Component 3. This position is on full – time, short-term base starting from 01 October 2009 with duration of about 40 days.
Duties
- Study and collect documents.
- Present methodology and approaches to develop an outline for the training curriculum at conferences with the involvement of stakeholders/beneficiaries; seek feedbacks/comments on the scope and contents of the outline.
- Design the training curriculum aimed at improving capacity for Chairmen, Vice Chairmen, Members of people’s committees and other public officers including heads and deputy heads of divisions where the pilot for abolishment of people’s councils at district and ward level are carried out.
- Finalize the training curriculums.
Experience and Qualifications
* Education:
Master degree and above in economics, law, public administration, education, and similar disciplines.
* Experience:
- At least 10 years experience working in Vietnam’s public administrative agencies, or training institutions related to state organizing, and local government.
- Knowledge and practical experience in organization and operations of people’s committees and people’s councils.
- Good analytical, comparative skills, excellent presentation and writing skills.
- Familiar with practical application of gender issues and concepts.
- Experience in training, institutions and policy.
- Good skills of teamwork, team leadership, and communication in a multi-culture environment.
- Knowledge and experience in local government management.
