National Consultant - Research and Assess Public Service Delivery (PSD) Models in Health Sector, and Provide Recommendations on New Models for State Public Agencies of Health
The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
In accordance with the AWP 2009 approved by UNDP and MOHA, the project will provide technical assistance (national consultant) to the Ministry of Health (MOH) in research and assessment of PSD models in training and education; as well as provide recommendations on new PSD models for state public agencies of the health sector. If the pilots are successful, the new models will be applied and executed nation-wide.
The consultant’s objective is to provide consultancy and support to the Task Force team in developing the Q4/2009 Action Plan; undertake baseline review on existing institutional framework, system of regulations, procedures and practices of PSD mechanisms at MOH’s selected areas; and propose a new model of PSD for this area
