Consultant to Advanced Counseling and Coaching Skills on Business Management for Partners’ Staff”- Activity 120.12

I. Background
Oxfam-Québec is the implementing agency responsible for a six year project entitled “Rural Enterprise Expansion Project” (REEP), funded by the Canadian International Development Agency (CIDA). REEP is implemented in the provinces of Hai Duong, Quang Ninh and Thanh Hoa, for a period of 9/2004-12/2010. The purpose of this project is to support growth among Micro, Small and Medium Enterprises1 (MSME) and to facilitate their access to formal economy and markets. The outcomes of the project are (i) improved environment to foster the development of MSME, including women-owned enterprises, in poor rural communities in Hai Duong, Quang Ninh and Thanh Hoa, and (ii) increased viability and number of MSME, including women-owned enterprises, in poor rural communities in Hai Duong, Quang Ninh and Thanh Hoa.
REEP’s partner organizations are Provincial Women Union (PWU) and Provincial Cooperative Alliance (PCA) in the three above-mentioned provinces, which will become significant actors for supporting MSME development through Business Development Services (BDS).
Partner capacity building is a major component of REEP’s strategies of intervention. During the project implementation, REEP has organised several training courses for partners to ensure their capacity to support MSME has been strengthened and strong enough to continue providing support to MSME when the project phases out. With the sustainability strategy and to implement the CDP for partners, in the last year of the project implementation, REEP has planned some training courses for resource persons in partner organisations to become qualified consultants on business management in their provinces.
In May 2009, REEP has organised a training course with basic knowledge “ToT on Business start up and Management” to provide partners a basic knowledge on start up a business including a business plan preparation. Later on in June, REEP has organised a continuing course on “Teaching methodology and consultation skills” for resource persons in partner’s organisations to understand the teaching method for the adults and able to deliver the training on business start up to MSME. During this course, partners also gain some knowledge and skills on consultancy for MSME. Following these 2 courses, in August 2009 REEP has also organised an advanced training for these resource persons to become qualified trainers on business start-up and improvement with new and updated skills and knowledge on business management.
With partners staff’s good knowledge on business management, REEP now is planning a course on advanced skills on counseling and coaching skills for partners’ staff to help them to transfer knowledge and to provide better consultancy to enterprises.  This course will bring them advanced skills to develop their capacity in providing better consultancy to MSME in the province.
Therefore, the REEP is inviting a consultant to provide a 2-days advanced counselling and coaching skills on business management in Hanoi within November 2010.

II. Objective of the Training:
The objective of this training is to provide advanced knowledge and requirements of consultation skills on business management for 28 partners’ staff to have sufficient and updated knowledge to be confident to provide qualified consultancy to MSME in their provinces.

III. Training Outputs:
Following this training, partners’ staff should:
- Understand requirements of counselling and coaching skills on business management
- Be confident to provide qualified consultancy to MSME in the provinces.

IV. Specific tasks of the consultant:
- Prepare curriculum and material for the course with information on trainees provided by REEP
- Present training content and curriculum which will be finalized together with REEP and approved by REEP Project Director before training;
- Revise the curriculum in accordance with REEP’s comments and suggestions
- Prepare course material and hand-outs for trainees
- Deliver the training between 15-25 November, 2010
- Prepare and submit to REEP a comprehensive report on training based on the course evaluation.

V. Experience and expertise required:
1. Solid knowledge of MSME and entrepreneurship
2. Proven teaching methodology for adults
3. Recent experience providing similar training on business start-up and improvement
4. University degree required, Master and PhD preferred
5. English skills.

VII. Deadline for submissions
Interested consultants should submit curriculum and course content, working schedule and the estimated budget together with CV before 17:00, 7 November, 2010.
Estimated budget should include all prices, including transportation and traveling costs, consultant fees, PIT/VAT, and material preparation, etc.
