Oxfam Associate Country Director - Vietnam
Work with people against poverty! Oxfam Hong Kong (OHK) is a member of the international confederation Oxfam and an independent development and relief agency based in Hong Kong. We work with poor people regardless of race, sex, religion or politics in their struggle against poverty, distress and suffering and towards the realization of rights and well-being.
OHK has worked in Vietnam since 1988 and we work with government, international and local non-government organizations and other partners on governance, livelihoods, pro-poor markets and disaster management including a specific focus on climate change adaptation. We work primarily with rural communities/ethnic minorities in remote and mountainous areas of three Provinces. Our annual budget is approximately US$1.8m with 22 staff employed. We are looking for a talented, high calibre development professional to lead OHK’s program as part of a combined Oxfam program in Vietnam from July 2011 onwards:
Oxfam Associate Country Director - Vietnam

S/He is OHK’s country program manager for Vietnam leading a committed, professional team of local and international staff in the design, delivery and evaluation of OHK’s long term development, advocacy and emergency programs in Vietnam. His/Her main duties include programme development and management, resource management and administration, internal collaboration and communications, representation and external communication, and overseeing partnership and alliances development.
Under the combined Oxfam program, s/he is also OHK’s senior representative on the Oxfam Country Leadership Team and will work closely with other Oxfam affiliates in Vietnam and provide support to the Managing Affiliate to ensure program coherence and quality consistent with the joint strategy developed by Oxfam affiliates for alleviating poverty.
The successful candidate MUST meet the following requirements:
- A relevant degree and at least 5 years of senior management experience
- Sound understanding of the political, economic and social context in developing countries, the factors driving poverty, marginalization and vulnerability and approaches to social change
- Substantial experience in rights-based approaches to development and in the delivery of market-orientated livelihoods programs
- Proven ability in managing effectively relationships with a diverse range of stakeholders, including partners, allies and institutional donors
- Commitment and ability to promote gender equity and the interests of marginalized groups
- Remarkable skills in program management, particularly program design and evaluation
- Excellent strategic planning, analytical, problem solving, change management and financial management skills
- Strong communications skills in spoken and written English and preferably with a working knowledge of Vietnamese
- Able to undertake heavy travel schedules and work in remote areas
- Identification with Oxfam’s mission and vision
