Activity Completion Report "ACR" Consulting Team for Community Resilient to Natural Disaster in Mekong Delta

CARE in Vietnam is seeking experienced and qualified International and national consultant for evaluating CRND project in An Giang, Long An and Dong Thap  provinces, position called as “ACR consulting team” which comprise one Consultant (international) and one or two team members (National)

Job Summary:
The  ACR consulting team will assist the Project Management Teams to conduct the evaluation CRND project after 6 years implementing in An Giang, Long An and Dong Thap. The ACR consulting team will undertake the following tasks in close and regular liaison with the CARE Vietnam South Manager and CRND Project Manager:

Main Duties:
- Conduct a thorough literature review of project relevant documents including project proposal, logical framework, budgets, workplans, regular donor and field reports, and the mid term review;
- Develop a detailed Methodology Paper covering the ACR approach, identifying key issues, information gaps and major points for consideration;
- Meet with the CRND Project Manager/Project Team who will provide a detailed briefing on project implementation including achievements and lessons learnt. The discussion should focus on the issues outlined in the Methodology Paper;
- Conduct field visits to project sites and meet with appropriate counterpart officials and project stakeholders/beneficiaries to discuss project implementation issues, benefits, strengths and weaknesses;
- Following the field visit component, prepare a (3 page) Note of Findings containing a summary of the preliminary findings of the review, to be discussed at a mission debrief with CRND Project team in An Giang;
- Prepare draft version of Activity Completion Report, following the AusAID template (attached at Annex A), and submit to CARE Vietnam; and
- Following receipt of comments on draft, prepare final version of the Activity Completion Report for submission to CARE Vietnam

Selection Criteria:
A) The Consultant Team Leader requirement:
- Experience working on program design, management and assessment of rural development and poverty reduction programs, particularly on organisational and institutional development of rural services and community-based organisations.
- Extensive practical and methodological experience with Participatory Rural Appraisal and public opinion surveys
- Experience in impact assessment and analysis of institutional change processes and service delivery.
- Experience in and familiar with community development issues in the Vietnamese/Mekong Delta community contexts.

B) The Team Members requirement:
- Experienced in project management and monitoring and evaluation processes,
- Well knowledge and management experience in sectors such as climate change and disaster risk reduction.
- Skills in cost analysis and economic impact analysis
- Familiar with community development issues in the Vietnamese/Mekong Delta community contexts.
- Very good written and verbal communication skills and report writing skills in both Vietnamese and English.
