Médecins du Monde France (MDMF) is a French humanitarian organization. Operating in Vietnam since 1989, MDMF provides a comprehensive range of services including sexually transmitted infection diagnosis and treatment, HIV prevention, HIV counseling and testing, care and treatment including ART, and palliative care in both Hanoi and Ho Chi Minh City
MDMF is looking for a qualified Vietnamese national applicant to join our dynamic team in Hanoi in the role of Associate Program Coordinator. Thiss position bases in Hanoi and requires regular trips to HCMC

Associate Program Coordinator
Overall Role:
- The main duty of Associate Program Coordinator is to assist the Program Coordinator in its daily activities with a specific interest in reporting and in liaising with VN partners and authorities. The APC facilitates communication within and integration of the MDM VN coordination team.
- The Associate Program Coordinator is supervised and reports to the Program Coordinator.
- The Associate Program Coordinator works with all staffs, particularly the coordination team.

Main Duties and Responsibilities:
- Liaison with partners and authorities
- Communicates and facilitate relationships with Vietnamese partners and institutions: identify the appropriate contacts, facilitate meetings and follow-up on decision made with local authorities.
Organises and supports (preparation of related documents, translation, minutes, etc…) any discussions and negotiations with Vietnamese partners as requested:
- Participates with coordinators to build a strong network among partners to share and resolve challenges
- Advises Coordinators on connection with other organizations or local structures working on similar issues if necessary
- Maintains strong relation with all relevant stakeholders at country level including the director of PAC’s Dept of Health, VAAC, PC etc.
- Assists with representation of MDM where requested on matters of policy and programming

A. Technical support:
- Support PC in providing technical and methodological guidance and support to MDM medical project staff and supported OPCs on specified technical aspects. In particular, compile and update technical documents: protocols, training curriculum, etc…
- Compile M&E data, ensure their quality (regular quality check) and support their analysis in order to develop recommendations to improve the programme;

B. Reporting
- Compile performance indicators and information from the sites; so as to prepare responses and ad-hoc reports as requested by donor or HQ;
- Participate with the technical teams (both sites) in the monthly activity planning, monitoring and evaluation, budgeting and budget follow up.
- Participate to regular program reviews and provides input on planning and implementation arrangement
- Responsible for collecting and consolidating information for non-financial reports.

C. Coordination of Programme and information sharing:
- Organise events, retreat, meetings and forums in conjunction with the MdM team.
- Prepare and attend national coordination meeting, prepare and chair weekly technical meetings (POs + Site Cos) by face to face or phone conference.
- Ensure information sharing between different sectors as necessary
- Assist and participate in national coordination meetings and draft and circulate the minutes and follow-up action points in the shortest timeframe.
- Support PC in follow-up of work plans of activities.
- Assist with writing new proposals in cooperation with Coordination team.
- Work jointly with the MdM administrative team to validate expenses linked with the activities.
- Foster other duties upon necessity.

Person specification

Education
University degree, preferably public health, social sciences, political sciences or business administration.

Professional Experience
At least 2 years experience in a public health structure, or an HIV or prevention related organization in Hanoi.
Experience in international NGO appreciated.

Languages
Strong English and Vietnamese witting and speaking skills, fast typing is both languages required, translation during the official meetings and taking notes/minutes skills.
Very strong analytical and reporting skills.

- Persuasive and persistent, outstanding computer and presentation skills.
- Good understanding of health program management and VN institutions.
- Ability to synthesize material to draft high quality notes and informative documents
