Provincial Programme Officer
Peace and Development Vietnam (PyD) is a Spanish International NGO working in 14 countries around the word. PyD is supporting the implementation of a 4-year Regional Programme to Promote Gender Equality in Political Participation (Politics) in Bangladesh, Cambodia, Philippines, East Timor and Vietnam, hereinafter referred to as PP Programme.
The Programme aims to to contribute to the realization of Women (right holders, duty bearers and responsibility bearers) political and civil rights by supporting initiatives that promote Good Governance and Democracy in the region based on gender equitable political participation.
In Vietnam, the programme will be implemented in cooperation with the Ministry of Labor, Invalids and Social Affairs at national and Quang Nam province and Da Nang city at the sub-national level.
PyD Vietnam is looking for a qualified candidate to fill the position of Provincial Programme Officer for Da Nang Office. She/he will be responsible for supporting or directly being responsible of the implementation of the PyD Regional Programme in Vietnam in line with Programme’s plan and PyD values, strategy and guidelines.

JOB DESCRIPTION OF THE PROVINCIAL PROGRAM OFFICER

Reporting to: P.P National Programme Coordinator/ PP Expatriate
Coordinating: PP team
4. Location: based in Da Nang City,
5. Duties and Responsibilities:
Programme strategic direction: Under the supervision of PyD National Coordinator and PP Expatriate:
Assist the National Coordinator in preparation of the Programme quarterly, half year and annual work plans in Da Nang City.
Assist the National Coordinator in working with the local partners and communities in the program planning process at provincial level.
Partnership development and management
Work closely with the local partners to effectively implement PyD Regional Programme in Da Nang.
Maintain good and effective relationship with the local partners and communities at project sites.
Facilitate the relationships between PyD and local authorities in Da Nang involved in the Programme
Programme implementation
Participate in the implementation of PP Programme in Da nang City, ensuring that appropriate technical and financial standards/ guidlines and result-based approach are followed.
Ensure that the Programme’s planned interventions in Da Nang are carried out timely and effectively.
Ensure the quality of activities conducted by the partners in Da Nang
Be responsible for the daily operation of the PP Programme office in Da Nang.
Assist the local partners in preparation of technical and financial reports in accordance with the AECID and PyD guidelines under the supervision of the National Coordinator and the Chief Accountant/ accounting staff of PyD.
Maintain technical / coordination meetings and follow up the results in Da Nang
Provide timely inputs/comments for correspondence, documents, communication and follow ups in both Vietnam and English.
Maintain smooth correspondence/ cooperation with partners and team members in Da Nang as well with the management team in Hanoi.
Arrangement, confirmation of meetings, fieldtrips, delegates in Da Nang
Act as an interpreter in the meeting between the partners and the expatriate PyD staff.
Translate project related documents when required.
Other tasks related to the work.
Learning, monitoring, evaluation and reporting
Monitor, coordinate, supervise and report on the activities conducted as well as the success and impact of project implementation in Da Nang.
Support National Programme Coordinator to get the technical reports and support the PyD Financial staff to get the Finance Reports prepared and submitted by the implementing partners (monthly, quarterly, annually and project end) in Da Nang.
Review the technical reports and financial reports prepared and submitted by the Da Nang implementing partners (monthly, quarterly, annually and project end) before sending to the National Coordinator and the PyD financial staff in charge of the PP Program.
Support the National Coordinator in preparation of reports according to the regional Program requirements.
Assist with post-activity monitoring to ensure that correct targeting of beneficiaries has been carried out and reconcile the results with those issued in the reports by the National Coordinator and PP Expatriate.
Networking and representation
Develop and maintain good relationships to ensure effective communication and sharing of information, take part in networks for experience learning and sharing with other related agencies in Da Nang.
Perform effective communication and sharing information with team members and partners upon requests.Attend meetings, events related to the program in Da Nang and at times at other levels for the effective information updates.
QUALIFICATION
Education
Holding at least a University degree in Public Administration, Social Studies, Politics or equivalent.
Experience
A minimum of 3 years of relevant working experience in related to the tasks mentioned the area of governance and gender issues.
Knowledge of relevant gender related policies and Programmes in Da Nang, Viet Nam or other Asian countries is an asset
Demonstrated experience and ability to work effectively with local communities and in cooperation with key stakeholders from government, civil society and the private sector
Skills and Abilities
Having proven proficient skills of English and Vietnamese communication, writing, reports and documentation
Willing to have some trips (40% working time on average) to project sites of PyD as required;
Good computer skills, especially Excel, Word, PowerPoint; Emailing
Excellent communication & administration skills (IT, filing, report, time management).
