Project Coordinator
Description: The centre for supporting families and children with learning disabilities (SFCD) is seeking experienced and qualified Vietnamese to fill a position as Project coordinator for the project, which will be carried out in Hanoi and Hung Yen, Vietnam
- Working base: Hanoi with travel to Hung Yen 30% of time
- Contract Duration: 2 years (7/2011 – 9/2013) with 4 month probation. The starting date is 1st July 2011
Summary of the projects:
The centre for supporting families and children with learning disabilities (SFCD) has since 2010 been active in Vietnam supporting people with learning disability and their parents. National Organization LEV has supported SFCD a project focusing on for the development of the organization structure among parents to people with learning disability in Vietnam. For the project implementation, SFCD does need to contract a Project coordinator to implement the project named Parents for change and strengthening of the association of parents of children with learning disabilities in Vietnam.
The project “Parents for change - strengthens of the association of parents of children with learning disabilities in Vietnam” is aimed at Strengthen the Association of parents of Children with learning disabilities in Greater Hanoi, enabling the organization to advocate for equal rights and opportunities in the Vietnamese society. The objectives of this project are:
By 2013, there will have about 100 self-help groups in Hanoi and Hung Yen. The self-help groups will be able on mentally basis to support parents to children with learning disabilities plus being in dialog about how the life condition can be improved.
By 2013, SFCD can cooperate with local authorities and communities on clarifying needs, drawing up action plans to improve the situation for families to children with learning disabilities; advocate to support and protect children with learning disabilities, for instance right to proper education, medical treatment, social care; being able to organize activities in the public and communities on raising awareness on children with learning disabilities.
Major responsibilities:
- Direction and quality control of the projects inputs.
- Ensure the coordination of projects inputs and donor compliance
- Responsible for the day-to-day management and implementation of the projects activities and long-term planning.
- Ensure the overall project cycle management is efficient and meet the deadlines, including: planning, implementation and monitoring of activities, financial and personnel management, partner relations/support and preparation of reports
- Represent the Centre and LEV with government and non-government organizations, donors and relevant individuals and organizations
- Manage the implementation based on project document and budget by developing and using the projects by action plan, activities and objectives
- Provide support to the motivation committee of the centre in their work
- Monitor and support the rest of project staff
Task and specific duties:
Under the overall guidance of the National Organization LEV and in close cooperation with the centre for supporting families and children with learning disabilities, the project coordinator will undertake the following duties:
1. To organize training course to build capacity for executive board members and leaders of the centre
2. Develop the centre’s action plan in cooperation with the motivation committee
3. Supervise and guide project staff and experts working on the project including development of TOR for each position of the project.
4. Manage all project accounting and financial reporting; and maintain the project budget and have the contact with the auditor
5. Prepare all reporting documentation required on time
6. Manage and co-ordinate the planning and implementation of all project sponsored training.
7. In close co-operation with the LEV and parents’ association to strengthen partnership arrangements with donors, disseminate information and help mobilize additional resources for the project.
8. Contact with national and local authorities
Selection Criteria:
- Vietnamese National fluent in English verbal and in writing
- At least 3 years professional experience working with an international organization or NGO, preferable in the field of disability
- Experience of being a project coordinator for at least 3 years
- Sound knowledge of learning disabilities
- Degree in project management, social work or in a related field
- Strong communication, negotiation and networking skills
- Excellent written and spoken English
- Report writing skills (in Vietnamese and English)
- Can work autonomously, under pressure and meet deadlines
- Demonstrated ability to work with people with learning disabilities, local and international partners and parents.
Salary and deadlines
500 USD pr. Month
