Provincial Planning Officer
Lux Development’s Project VIE/027 - Support for Health Care Policy for the Poor in Cao Bang and Bac Kan funded by Vietnam - Luxembourg Cooperation is seeking:
PROVINCIAL PLANNING OFFICER
The post of Provincial Planning Officer (PPO) is a senior management post within the project and will be filled by public health physicians with experience in planning and project management.
One (01) position in Cao Bang province is currently open.
Main tasks:
The PPO will contribute to the overall delivery of all project outputs and results and will need to acquire a detailed understanding of the project logical framework and other project documentation.
A key function of the PPOs will be supporting the Senior Technical Advisor and provincial Project Management Unit (PMUs) on behalf of the Project Owner(s) i.e. the Provincial Departments of Health (PDOHs) and the Line Agency/ies i.e. the provincial People’s Committees for the overall planning and monitoring of the project.
Qualifications:
- The post requires a high calibre person with a diverse range of technical skills and personal attributes. (Situation handling skills, Being assertive at work, etc).
- A medical degree with strong orientation (doctor, master, I level specialised, II level specialised) in primary health care and public health
- Significant experience in project management.
- Familiarity with tools and techniques of health needs assessment.
- A strong grounding in health research methods and research management.
- Experience in monitoring and evaluation and a familiarity with performance measurement and performance indicators..
- Experience in competency based training for primary health care staff.
- A high degree of numeric and computer literacy with a good working knowledge of common computer applications (especially spreadsheets, and application software on health sector).
- A willingness to relocate to Cao Bang and to undertake project travel duties within the country;
- The PPOs will typically be in mid-career, with at least 10 years relevant experience.
Contract duration: 01 year (2 months of probation) and renewable (maximum: 3 years)
