Laboratory Specialist Program Associate

OVERALL RESPONSIBILITIES
The Laboratory Specialist Program Associate supports SCMS technical activities in Vietnam. He or she works closely with the Senior Medicines Program Manager, in developing and implementing SCMS plans and activities that effectively address pharmaceutical and commodity related management priorities, to strengthen pharmaceutical management in support of the U.S. President’s Emergency Program for AIDS Relief (PEPFAR) and the Government of Vietnam’s (GOV) National Strategy on HIV/AIDS Prevention and Control.  The Laboratory Specialist Program Associate coordinates with key stakeholders from USAID implementing partners and local counterparts, including other Ministry of Health departments at Central and Provincial levels to ensure adequate coordination and synergy in the area of commodity management.  He or she collaborates with other MSH staff and partners to ensure an uninterrupted  supply of Anti-Retroviral (ARV), medicines for opportunistic infections (OIs), Methadone and other related commodities at target Anti-Retroviral Therapy(ART) and Methadone Maintenance Therapy (MMT) program sites by providing and managing the  monitoring and training of appropriate dispensing, patient counseling, and rational use of these medicines.

SPECIFIC RESPONSIBILITIES 
1. With the support of the Technical Advisor for Medicines takes a leading role in development of manuals, guidelines, SOPs and curriculum in the area of Laboratory logistics
2. Provides training to Central, Provincial, and site staff in the area Laboratory Supply Management.
Coordinate with all relevant parties, such as USAID. CDC, KNCV, FHI, Clinton Foundation, Life Gap for planning and implementation of a National Laboratory Logistics System Coordinate extensively with the relevant officers at all levels of the Government of Vietnam public health structure, to ensure that they are fully aware of all planned activities, that full opportunity for their active participation and involvement is provided in all activities, and that all the necessary permissions, approvals and authorizations are obtained for all planned activities relating to health system strengthening for lab.
3. Take a lead role in capacity building of provincial staff to provide supportive supervision for laboratory staff at the site level. Through on-site visits and reviews of site-level reports, prepare a detailed listing of all laboratory equipment and supplies, monitor the laboratory stock and usage levels at the laboratory sites. Provide on-the-job training (OJT) to facility staff at target site laboratories, hospitals and/or health centers in logistics management,
4. Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health VAAC, WHO, FHI, GFATM, and other U.S. and international implementing partners in order to ensure that all activities conform to the requirements and regulations in force in Vietnam.
5. Develop appropriate technical reports and submit to the Senior Technical Advisor. 
6. Visit the laboratories in the system,).  
7. Assist in the selection, quantification, and procurement of laboratory equipment, including maintenance contracts, as appropriate.  
8. Perform other duties as assigned.

QUALIFICATIONS:
1. Bachelor’s Degree in Biochemistry or other related laboratory sciences required
2. Graduate degree in medical or clinical laboratory technology OR Masters in Public Health or related field OR bachelors in laboratory sciences with appropriate experience in laboratory quality assurance management or experience in supply chain management preferred.
3. Minimum of 3 years experience in clinical laboratory services, quality assurance and supply chain management with at least one year experience in the area of HIV/AIDS laboratory diagnosis
4. Experience in providing training including curriculum development and/or public health project management.
5. Experience with laboratory tests, equipment, reagents and techniques required for the diagnosis and monitoring of the following: HIV/AIDS, Tuberculosis, opportunistic infections, sexually transmitted infections, Hepatitis B.
6. Demonstrated experience working within the public health sector in the management of the procurement and distribution of laboratory supplies and medicines for use in the public health service.
7. Experience and knowledge in the application and management of logistics systems desirable
8. Long-term working resident experience in Vietnam with an understanding of the Vietnam public health system
9. Excellent interpersonal and communication skills including public speaking and demonstrated ability to interact professionally with a diverse staff, clients and consultants.
10. Fluency in Vietnamese with proficiency in English language, including reading, writing and speaking skills.
11. Computer skills including spreadsheet, word processing, presentation, and electronic mail; Microsoft Office Suite preferred. 
12. Ability and willingness to travel extensively (up to 40% of time) in Vietnam.
