M & E Data Processor

Background information
With financial support from the Global Fund Round 10, Hanoi University of Pharmacy implements Pharmacovigilance Component in Health System Strengthening Project. In this component, Vietnamese pharmacovigilance system is assisted to have comprehensive development. The component project aims at implementing a national pharmacovigilance network - implementing a national spontaneous reporting system as well as establishing a feedback system that would contribute towards the assurance of safety and efficacy of medicine use

Responsibilities and tasks
- Collect and file all the reports and data of M&E activities.
- Analyze M&E data and participate in writing M&E reports.
- Participate in developing the overall framework for project M&E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
- Participate in the process of identifying and designing the key indicators for each component, to record and report physical progress. Also steer the process for designing the format of such progress reports.
- With stakeholders, help set out the framework and procedures for the evaluation of project activities.
- Annually review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
- With the implementing sentinel sited, review their existing approaches and management information systems and perform any required changes, support and resources.
- Help develop a plan for project-related capacity-building on M&E system.
- Participate in organizing and undertake training with stakeholders, including primary stakeholders, in M&E skills, including participatory aspects if required.
- Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
- Make regular reports to the project board (or equivalent decision-making structure) if required, highlighting areas of concern and preparing the documentation for review at related meetings.
- Participate in external missions and facilitate mission team members’ access to M&E data and to stakeholders.

Qualifications and experience required
- The logical framework approach and other strategic planning approaches;
- M&E methods and approaches (including quantitative, qualitative and participatory);
- Experience in implementation of M&E systems;
- Training in M&E development and implementation;
- Information analysis and report writing skills.

Priority to:
- A solid understanding of pharmacovigilance or clinical pharmacy
- Familiarity with and a supportive attitude towards processes of strengthening local sentinel sites and building local capacities for self-management;
- Willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders;
- Computer skills;
- English skills
- Team work skill

Desirable:
- Experience in M&E system design and research design;
- Experience in data processing and with computers and professional software as well as statistical skills
