Consultant Required for HIV/AIDS Project Evaluation
Union Aid Abroad – APHEDA Vietnam is looking for a consultant to evaluate an HIV project ‘Building Local Community Responses to HIV/AIDS in Vietnam’, which has been implemented with the March 8 Employment Centre - Hai Duong Women’s Union ( Hai Duong province) and the Bac Kan Women’s Union (Bac Kan province), since 2007.
This evaluation has the following objectives:
1. To provide update and summary of the national strategic direction of the Vietnamese government in relation to HIV and AIDS as well as that of major development actors such as the Global Fund to Fight AIDS, Tuberculosis and Malaria, UNAIDS, USAID/PEPFAR, the World Bank and AusAID.
2. Through the collection of case studies, focus group discussions, key informant interviews and an assessment of results reported against key performance indicators, determine to what extent the project is achieving its objectives and contributing to the broader HIV/AIDS programs in the provinces where it works.
3. Taking account Union Aid Abroad-APHEDA policies, the role of other development actors and current government strategies, development needs of PLWHA and most at risk populations and the functioning of the project, make recommendations of priority project areas for future Union Aid Abroad-APHEDA HIV projects.
Requirements:
The consultant will be required to design the methodology for the evaluation in the first phase of the consultancy, in consultation with APHEDA staff and based on the specific objectives and tasks outlined in the TOR. A mix of quantitative and qualitative instruments and methods may be used, and a participatory approach should be adopted, capturing the perspectives of key stakeholders. The methodology, tools and scheduling used must be gender and target group sensitive. The consultant will then undertake the evaluation in May - June 2012 with final report and recommendations received preferably by June 30 2012.
Consultant must have demonstrated:
- Experience and preferably qualifications in project evaluation in Vietnam. Specific experience of HIV/AIDS project evaluations using participatory approaches a distinct advantage;
- In-depth understanding of Vietnam, its response to HIV/AIDS, political, social and economic situation and its development needs;
- Ability to work in cross-cultural situations;
- Have a bachelor degree in relevant area
- Vietnamese Language Skills
- Experience in qualitative research
- Ability and experience in writing report (in both Vietnamese and English)
- At least 2 references from previous evaluations undertaken;
