Project Manager/ Coordinator

JOB SUMMARY: The Project manager will ensure that WC’s HIV/AIDS project is coordinated and implemented in accordance with the MoU and that all activities are consistent with WCV strategy, values, policies and procedures. The PM will manage the implementation of  HIV&AIDS projects (80%) and identify new opportunities/design new HIV/AIDS proposals (20%) for WC Vietnam.

REPORTING RESPONSIBILITIES: The HIV & AIDS Project Manager/Coordinator will report to the Country Director

SCOPE OF RESPONSIBILITIES:

- Planning and supervising the implementation of HIV & AIDS project
- Setting up and developing cooperative relationships with local authorities and partners
- Provide technical and managerial support to local partners and team members
- Supervise project activities from grassroots to provincial levels to ensure:
- Technical soundness of the selected methods and practices;
- Accordance with agreed plans and timetable;
- Compliance with WCV’s and donor’s policies and procedures; procedures and principles;
- Supervise beneficiaries’ social, economic and health activities
- Monitor/follow-up the program implemented in the districts and communities to ensure program quality.
- Supervise and mentor project staff for improved quality
- Prepare, review and analyze budget plans and utilization
- Network with and build/maintain Government Relations
- Prepare reports for World Concern Asia, World Concern International and donor agencies as required
- Organize  site visits for donors as required, as well as knowledge-sharing and exchange/learning visits for partners from different projects
- Designing new HIV/AIDS proposals
- Other management tasks required by WCV as needed.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Essential:
- Vietnamese national with well-developed written and verbal communication skills in English and Vietnamese
- University degree (preferably in health, education, community development or social work)
- At least 5 years relevant work experience in community development including demonstrated capacity in program management professional experience (preferably with an international organization). - - Specific experience areas preferred: project design, implementation, monitoring, evaluation and report writing;
- Experience in developing and managing HIV & AIDS and Health programs
- Committed to work with and learn from disadvantaged people
- Mature and able to lead and work independently and as a team leader
- High degree of interpersonal skills: respectful and pleasant, reliable and honest, with a highly developed communication skills.
- Motivated and hard working, able to plan, network, and take on high levels of responsibility.
- Fluency in computer and typing (MS Office);
- Able to work under pressure and meet deadlines
- Willing to travel as required

Desirable:
- Experience and understanding about Transformational Development/Holistic Development
- Ability to conduct training and attend workshops and conferences with the aim of gaining further social worker skills to work more effectively with people with HIV and support personnel.
- Ability to work with a spirit of cooperation and transparency with staff, villagers, government and other partners;
- Good interpersonal skills; excellent time management and organizational skills;
- To make representation for World Concern and the HIV work to donors, government and non-government representatives from all countries as requested.
- Five or more years professional experience working for an international organization, some of which should be in development work with an INGO.
