Pro-poor Markets Program Officer; Program Assistant

They are looking for two experienced and dynamic Vietnamese citizen to fill the Pro-Poor Markets Program Officer and Program Assistant positions.
1. Pro-poor Markets Program Officer (Oxfam Hong Kong)
The Pro-poor Markets Program Officer is responsible for developing and managing Oxfam’s Pro-poor Markets (PPM) Program in Vietnam.
Report to: Rural Livelihoods Technical Manager
The post will be based in our Hanoi office with frequent travel in Vietnam and the region.
Job Specific Competencies
- Understanding of household economics, behavioral economics, business or market development experience including; value chains, microeconomic/sector development, business development services, business plan development, product marketing, sector analysis etc;
- Openness and willingness to promote gender equality and demonstrating basic competencies to promote gender equality
- 5 years working experience in Vietnam
- Master/University qualifications and/or clearly demonstrated expertise in a relevant area;
- Rural or agricultural sector experience;
- Design and management of community development projects;
- Leadership and line management of staff;
- Partnership and alliance building including design and delivery of collaborative projects;
- Reporting and communicating outcomes to a range of audiences;
- Experience with an international development organization or consultancy;
- Understanding of SEDP, Value Chain Analysis, farmers associations and cooperative models
- Experience in management in a cross-cultural team context;
- Work experience in remote or difficult areas and with poor rural communities;
- Private sector or business experience;
- Good facilitation skills and experience in participatory approaches and community empowerment.
Gross Annual Salary Full Range: US$20,000 – US$26,900
2. Program Assistant (Oxfam Hong Kong)
The Program Assistant is responsible for assisting the Livelihoods Program Team and Pro-poor Markets Program Team in all areas of program management.
Report to: Program Coordinator
The post will be based in our Hanoi office with frequent travel in Vietnam and the region.
Job Specific Competencies
- University degree
- Experience in an international organization and desire to develop program management skills
- Good numerical skills
- High level of IT competence in software, LAN, hardware
- Ability to maintain confidentiality, especially regarding sensitive program and financial data
- Willingness to travel frequently to and stay at remote areas (30% to 50% of working time)
- Strong English and Vietnamese
- Commitment to poverty reduction and interest in learning poverty and the general
- Ability to achieve results
- Tenacity / perseverance and ability to respond to urgent demands in a timely matter
- Adaptable and flexible
Gross Annual Salary Full Range: US$9,900– US$12,800
