Organizational Development Advisor

Reference number:
- The post is volunteer position until March 2014
- The position is based in Quang Binh province, and may require domestic travel up to 20% of the time.
- The Role: As technical expert on institutional capacity building, the advisor will provide support to CIRD in basic leadership and management capacity  development, including but not limited to: human resource management; strategic planning; monitoring, evaluation and reporting; new business development;  and, other management and leadership areas as needed.
- Report to: Oxfam-Québec Regional Representative South-East Asia 

KEY RESPONSIBILITIES

- Facilitate and coordinate organizational reviews and provision of technical assistance to organizations in (but not limited to) the following aspects: strategic planning, project development and management, information and advocacy, networking, and environment and climate change mainstreaming into CIRD’s activities.
- Build capacity of the partner to design leadership and management training,  coaching and mentoring partner’s staffs and provide some training of trainers
- Provide monitoring technical assistance to CIRD in internal monitoring and evaluation.
- In partnership with the CIRD’s Project Director, meet regularly with stakeholders to share progress, accomplishments, and challenges. Ensure that lessons learned are shared with Oxfam
- Build the capacity of CIRD’s staff on techniques of negotiation and acquisition of new projects and opportunities  With the partner, participate to periodic seminars and conferences to share and disseminate experiences among key actors in Vietnam, in the public and private communities.
- Undertake any other tasks that might be required by the OQC’s Regional Representative

SKILLS AND COMPETENCE

Job Specific Competencies
- Bachelor or master degree in business, organizational development or international development studies;
- 2 years of demonstrated experience in providing organizational development technical assistance in the public and/or private sector. ;
- 2 years of work experience in developing countries, in South East Asia is an asset;
- Strong interpersonal and team building skills are required.
- Strong analytical and communication skills that adequately underpin organizational development and change management activities
- Ability to travel domestically as required including support to field activities in remote and challenging environments.
- Demonstrated ability and experience in training and capacity building of individuals and teams in developing countries.
- Strong skills in management and leadership, knowledge of development work in developing countries and designing adapted organizational development capacity building plans, technical assistance approaches and tools.
- Experience interacting with civil society organizations.
- Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
- Knowledge of and experience in gender mainstreaming would be an asset.
- Outstanding written and verbal communication in English; Vietnamese language skills is an asset
