National Project Officer (NPO); Project Officer (PO); Project Assistant (PA); Administrative and Financial Assistant (AFA)
The ILO Office in Vietnam invites applications from Vietnamese nationals for the positions of the Project on “Support to development in industrial relations, wage fixing and labour law implementation institutions and capacity in Vietnam (VIE/12/01/USA)”. The Project will provide technical assistance to ILO constituents to develop a modern industrial relations system in compliance with international labour standards.
The assignment is based at the ILO Country Office in Hanoi with a possibility of extension subject to fund availability (beyond 27/9/2013).
1. National Project Officer (NPO)
The incumbent will perform NPO’s tasks and work in close collaboration with the project team and other programmes of the Country Office as required.
Minimum Requirements include:
- First level university degree in a relevant field.
- At least five years of professional experience at the national level in the occupational area.
- Excellent knowledge of both Vietnamese and English.
- Knowledge of programme and budget, project administration and evaluation concepts and procedures.
- Knowledge of the office’s financial rules and regulations.
- Good ability to interpret project information and to identify and analyze problems with implementation.
- Good drafting skills. Ability to communicate effectively both orally and in writing.
- Good computer applications skills. Good organizational skills. Ability to work on own initiative as well as a member of a team.
- Ability to deal with people with tact and diplomacy.
2. Project Officer (PO)
The incumbent will perform PO’s tasks and work in close collaboration with the project team and other programmes of the Country Office as required.
Minimum Requirements include:
- First level university degree in a relevant field.
- At least one to two years of professional experience at the national level in the occupational area.
- Excellent knowledge of Vietnamese and English.
- Knowledge of programme and budget, project administration and evaluation concepts and procedures.
- Knowledge of the office’s financial rules and regulations.
- Ability to interpret project information and to identify and analyze problems with implementation.
- Good drafting skills. Ability to communicate effectively both orally and in writing. Ability to clarify information. Good computer applications skills.
- Organizational skills. Ability to work on own initiative as well as a member of a team.
- Ability to deal with people with tact and diplomacy.
3. Project Assistant (PA)
The incumbent will perform PA’s tasks and work in close collaboration with the project team and other programmes of the Country Office as required.
Minimum Requirements include:
- Completion of secondary education.
- At least Six years of clerical and administrative experience, and relevant training in an administrative field.
- Ability to communicate effectively both orally and in writing in English and Vietnamese.
- Knowledge of programme and budget, project administration and evaluation concepts and procedures.
- Ability to work with word processing and spreadsheet software, as well as other computer software packages required for work. Ability to prepare preliminary reports and to draft correspondence. Good analytical skills.
- Ability to communicate with people in a polite, courteous and cooperative manner.
- Ability to work independently or as a team member.
- Ability to reason and make sound judgements.
- Ability to interpret project information and to identify and analyze problems with implementation.
4. Administrative and Financial Assistant (AFA)
The incumbent will perform AFA’s tasks and work in close collaboration with the Project Team and the Financial Unit of the Country Office as required.
Minimum Requirements include:
- Completion of secondary school education. Formal training in accounting and/or finance from a recognized commercial school or equivalent would be an advantage.
- At least Five years of relevant work experience.
- High degree of written and spoken fluency in English and Vietnamese.
- Proven ability to use word processing software and email.
- Thorough knowledge and understanding of a wide range of administrative policies and procedures. Thorough knowledge of modern office procedures. Thorough knowledge of in-house procedures for the preparation of documents and administrative forms, and for the creation and maintenance of filing systems.
- Knowledge of the accounting and finance procedures and regulations of the office.
- Demonstrated ability to apply finance and accounting methods.
- Ability to maintain financial records and prepare clerical accounting reports and statements.
- Good organizational skills.
- Ability to evaluate correspondence and inquiries for best course of action.
- Ability to search and retrieve information from databases and compile reports.
- Ability to deal with confidential and sensitive matters with discretion
