CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Field Project Assistant for Building resilience through implementation of Community-Based Disaster Risk Management Project in Thanh Hoa.

Position information:
Position title:    Filed Project Assistant
Reporting to:     Project Manager
Contract:    4 months from 1 April to 31 July 2013
Base in:     Thanh Hoa with travel to project sites as required

Position Summary:

The Project Assistant is responsible to assist the Project Manager to carry out project activities and to assist in financial and administrative work.

Main duties

- Support capacity building on Community Based Disaster Risk Management (CBDRM) and Climate Change Adaptation (CCA) for partners from District level to Community level;
- Support of development and implementation of disaster risk reduction and climate change adaptation initiatives for two communes in Tinh Gia District, Thanh Hoa Province
- Support local people to set up climate change adaptation livelihoods models in 2 pilots communes in Tinh Gia District, Thanh Hoa Province
- Conduct regular monitoring visits to ensure the quality of work undertaken by the project partners;
- Liaise with the staff of partner organizations, local authorities and other agencies for project implementation according to plan;
- Collect, analyze and manage the required information on the implementation progress of project activities, and submit to the Project Manager for the preparation of Project monthly reports;
- Be in charge of the overall operations and management of a project field office.
- Assist in all day-to-day project financial and administrative work and procedures.
- Support with coordination of assessment and logistics work in the event that CARE responds to disaster emergency.
- Assist with organizing  workshops, trainings, developing training guidelines and materials relating to climate change awareness raising and mainstreaming for partners, local authorities and beneficiaries

Selection Criteria

- University degree
- At least 1 year of experience in community-based projects
- Experience in CBDRM and climate change adaptation is preferable.
- Proven professional experience in communication, group facilitation and training;
- Good computer skills: Microsoft offices, internet, database;
- Preferable  fair English skills;
- Enthusiastic, good work ethic and well mannered;
- Willing to travel to remote areas;
- Ability to work effectively as a team member and independently with minimal supervision;
- Familiarity with the project area and local residence will be an asset;
