Clean Water Project Officer
East Meets West is an international NGO headquartered in the United States, and has offices in seven countries in Southeast Asia, including Cambodia. The Clean Water and Sanitation Program (CWSP) started in Vietnam in 1994, and currently serves about 350,000 people across rural areas of Vietnam. In recent years, EMW has expanded the CWSP to Cambodia by developing clean water project at several schools, a rural clean water system for about 300 households, and a major sanitation program using output based aid methodology reaching about 25,000 families in two provinces. Together with French based INGO Gret, EMW is now beginning to implement a public private partnership clean water output based aid (PPP WASHOBA) pilot project. The project focuses on developing sustainable systems with effective government involvement to ensure that long-term sustainability of the water system and future replication and scale of new water systems can be achieved in accordance to the MRD Rural Water Supply, Sanitation and Hygiene National Strategy. EMW and Gret will assist local governments in selected provinces to establish Provincial WASH Investment Funds to provide financial support to local private enterprises, public utilities and community-based entities in rural and peri-urban areas. This facility will be designed to target rural areas with water supply coverage of less than 50%. About 7,000 household connections will be installed through contractual agreements with private enterprises.
TASKS/RESPONSIBILITIES
East Meets West is now seeking an experienced and qualified candidate to for the position of Clean Water Project Officerbased in Phnom Penh, Cambodia. The Clean Water Project Officer will work under the supervision of the WASH Program Manager to manage all clean water programs in Cambodia. The Clean Water Project Officer is responsible for all project management functions for Clean Water projects within East Meets West in Cambodia. The activities are likely to include, but are not limited to the following:
1.Conduct feasibility assessments for clean water projects, and prepare proposal documents for fundraising
2.Develop project plans including detailed work plans and budgets for project implementation
3.Monitor project budgets regularly (monthly) and ensure project expenditures are cost efficient
4.Monitor project progress regularly (monthly) and ensure project activities are on schedule
5.Report activity progress against timeframe and project expenditure against budget to WASH Program Manager regularly (monthly, quarterly and annually)
6.Liaison with project stakeholders, partner organizations, private enterprises, INGOs, local NGOs, donors, and government departments (district, provincial and national level)
7.Work with all project staff on technical matters to ensure the best quality of the project activities and materials
8.Liaison with EMW staff in other offices to share experiences and knowledge
9.Ensure project implementation is undertaken in accordance with East Meets West quality guidelines
10.Prepare monthly reports, quarterly reports and other reports upon request
11.Establish monitoring and evaluation framework to measure project implementation and verification of outputs and results
12.Conduct education and training for staff, partners and beneficiaries on the monitoring and evaluation framework and the implementation process
13.Conduct field trips to project areas when requested during planning, implementation, monitoring and evaluation
Desired qualifications and attributes:
- 3-5 years of experience in clean water sector
- Technical knowledge and skills in clean water
- Experience in monitoring and evaluation
- Experience and desire to work with government officials and other INGOs
- Successful track record in project management
- Familiarity and experience working in Cambodia, particularly in rural communities
- Strong communication skills, attention to detail and highly organized
- Strong work ethic and teamwork
- Willingness to travel to project sites in rural communities
- Proficiency in Khmer and English
- Bachelor’s degree in engineering, environmental sciences, community development or related field preferred
