Capacity Development and Grants Monitoring Specialist
Position based in Hanoi, Vietnam
Contract position until March 31, 2014 with possibility of extension for a further twelve to fifteen months dependent on donor approval
The Program
Justice Initiatives Facilitation Fund (JIFF) is one component of The Justice Partnership Programme (JPP) funded by of the European Commission (EC), Sweden, and Denmark to support justice sector reforms in Vietnam. The JPP will address challenges in strengthening laws and policies by supporting the implementation of the Judicial Reform Strategy (JRS). JIFF is a grant-making programme designed to build the capacity of Vietnamese NGOs to contribute to awareness of rights, access to justice and judicial reforms.
JIFF is seeking to hire a Vietnamese national to fill the position of Capacity Development and Grants Monitoring Specialist under the direction of the Team Leader. The position will be based in the JIFF office in Hanoi with travel to the provinces.
JIFF is seeking an experienced professional with strong experience providing capacity development support to Vietnamese NGOs. JIFF will offer a competitive salary at a level in line with the successful candidate’s qualifications and experience.
The Position
The Capacity Development Grants Monitoring Specialist will be responsible for developing and implementing capacity development plans for improving organisational management, planning and monitoring and evaluation systems for JIFF grantees. The position will also develop initiatives for improving networks and learning among NGO partners; monitor and evaluate JIFF activities and inputs; maintain a performance monitoring framework for the Grants Fund performance and assist the Team Leader with a range of project and reporting activities.
For success in this position, applicants will be degree qualified in Management or a similar field and will need to demonstrate experience in the following areas:
- Experience in donor supported Justice Sector projects and initiatives.
- Experience in the administration and support of legal sector programmes and projects.
- Experience in project management, monitoring and evaluation involving subcontracted NGOs
- Experience in providing capacity building to NGOs in Vietnam’s justice sector, using a variety of methods, including mentoring, peer to peer learning and traditional training
- Experience in capacity building NGOs in the fields of administration, financial management and project management.
- Proficiency in both verbal and written English and Vietnamese is required for success.
