Team Lead – Advocacy Coalition Support Programme

Team Lead – Advocacy Coalition Support Programme

The post will be contracted through March 2016, based in Hanoi.
The Programme: The Coalitions Programme is an innovative effort designed to increase opportunities for Vietnamese citizens to engage in decision-making, by supporting coalitions to engage in policy advocacy, monitoring and outreach on key issues of public concern. Coalitions consist of multi-stakeholder cooperation among Vietnamese NGOs, state agencies at different levels, media, universities and research institutes, and the private sector.
The Role: To ensure effective delivery of the Coalitions Programme through provision of strong leadership and high quality overall management of project cycle from planning, implementation, Monitoring & Evaluation, to documentation of programme results and learning.
Reporting line: The post holder reports to the Oxfam Associate Country Director
KEY RESPONSIBILITIES:
- Accountable for the delivery and provide overall management of implementation as well as Monitoring, Evaluation and Learning of the programme toward achievement of agreed objectives
- Ensure overall quality assurance and risk management of the programme, monitor closely against deliverables and to manage the agreement of any changes to those, and report accordingly to the Non-Executive Directors (principally to Oxfam’s Associate Country Director) and DFID
- Provide leadership and strategic direction to the Programme Management Team on planning and design of activities based on the agreed overall programme framework
- Co-ordinate and ensure good relations are maintained among the Coalitions, the Programme Management Team and the programme donor(s)
- Ensure synergies with the Public Participation and Accountability Facilitation Fund (PARAFF) and collaborate closely with the funding and delivery agencies
- Facilitate effective cooperation between identified coalitions and other strategic actors including the related government agencies, donors, civil society organisations (CSOs), media, research institutions and relevant elected deputies and other key stakeholders
- Facilitate contributions of the Advisory Panel, and ensure effective feed-back mechanisms to the members, collectively and individually
- Supervise and contribute to the co-ordination of programme cross-cutting issues
- Ensure the provision of technical support, capacity building and advice to coalition partners on organisation development, communications, media and advocacy, gender mainstreaming, conflict resolution/consensus building, fund raising and fund management; ensure innovation and learning are fully embedded in the support provided; provide coaching, capacity building and advice to Coalition Coordinators as appropriate
- Represent the programme at appropriate internal and external events as required
- Contribute to country context analysis and strategic positioning of the whole Oxfam operation in Vietnam
- Ensure internal financial management and that of coalitions and implementing partners satisfy Oxfam and donor requirements
- Manage and monitor overall project funds – projecting cost to achieve each deliverable, regularly reviewing, ensuring a multi-year project financial picture
- Manage performance of all direct line-managed staff and consultants including recruitment, development/capacity building and performance review according to Oxfam standards and requirements
SKILLS AND COMPETENCE:
- Post-graduate degree in related field (management, public policy, or development)
- Fluent in both Vietnamese and English
- Strong conceptual, analytical and strategic thinking; ability to manage the development and analysis of development context and driving factors, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors
- Good understanding of political social economic development and institutions, and policy making and monitoring processes in Vietnam
- Leadership experience of teams operating within a development context; has knowledge and experience of using coaching and team working to deliver
- Proven management experience (10 years or above) in leading the development, and ensuring the delivery of, programme strategy, either through partners or directly; relevant experience in designing and managing grant schemes
- Proven experience of programme management, including programme planning, Monitoring Evaluation and Learning (MEL) and resource management
- Proven experience of managing budgets associated with donor and partner contracts
- Proven experience of managing donor and partner relationships within a development context
- Proven experience of managing and/or conducting evidence-based research, policy advocacy and influencing
- Experience of working with civil society organisations (CSOs), support and facilitate coalition building for collective action; experience in working with government institutions and international organisations
- Ability to create an environment of accountability and achievement
- Proven experience and ability to work across boundaries and enable cooperation and alignment
- Commitment to equal opportunity and gender policies with demonstrated experience in integrating gender and diversity issues into programmes
- Proven effective communications skills
- Good level of IT literacy and an understanding of how new developments in technology can positively contribute to the aim of the programme
Gross Annual Salary Range: NET GBP 25,094 – 33,938 (equivalent to NET US $38,919 – $52,635) plus potential additional allowances.
