INTRODUCTION
Environment and Development Action in Viet Nam (endaVietnam) is the Vietnamese antenna of enda Tiers Monde, operating in different provinces/cities in Viet Nam since 1995. Enda Vietnam works with the poor in urban areas with focusing on community savings, slum upgrading, community-based solid waste system management, environment awareness, housing for low-income people, network of communities and cities. The current project areas are Hanoi, Da Nang, QuyNhon, Ha Tinh, Kon Tum and Ho Chi Minh City.
Enda Vietnam is currently implemented the project “Towards social protection and inclusion of informal waste pickers and recyclers“ in HCMC.
The project aims to improve social inclusion and ensure a sustainable access to a more adequate social protection system for informal waste pickers and recyclers at 7 districts in HCMC.
Enda Vietnam seeks a qualified person to work as a Project Officer to facilitate and implement the above project in line with project log-frame.
PRIMARY RESPONSIBILITIES
The Project Officer will oversee and be responsible for activities of the project “Towards social protection and inclusion of informal waste pickers and recyclers” in HCMC. He/she will report to the Project Coordinator and be based in the HCMC Office with regular visits to the project site. He/she will report on outputs to the Project Coordinator who will report to project donors. It is the responsibility of this staff to ensure adequate organization and technical assistance to the partner implementing the project.

Internal: Country Representative, Program Coordinator, EC team; Financial and Administrative staff and another project
External: HCMC DORNE, Project consultants, NGOs, cooperatives/ syndicates at 7 targeted districts
III. SPECIFIC RESPONSIBILITIES
Programmatic
- Program Implementation: Facilitate the planning and implementation of “Towards social protection and inclusion of informal waste pickers and recyclers in Ho Chi Minh City” project. Provide oversight and support to the project team in implementation of HCMC and districts level activities. Ensure program implementation reflects donor intent, recording and representation requirements as necessary. Details as follow:
- Implement project activities in line with the project logic framework
- Provide daily liason with local partners and authorities in proceeding project progress
- Facilitate project activities, with technical support from supervisor and provide IWPrs with awareness and best practices on waste management
- Organize project activities and documentations of project narratives and illustrative report.
- Support the team and stakeholders in identifying project problems and difficulties in time and suggesting potential solutions
- Prepare and submit monthly/ quarterly and annual workplan and reports on time
- Set up IWPR small groups and build capacity of group leaders in group management and in other essential potential topics
- Quality Management: Support further development of program quality and monitoring quality indicators. Participate in baseline survey on necesary topics in target districts
- Planning: Together with project team and partners to develop and execute the project Annual Program Plans, and Quarterly program plans. Help to develop and monitor annual program budgets.
- Project Quality: Support the project team and partners to develop quality of activities implemented and monitor through working with partners and project participants. Collect data for M & E system and feedback mechanisms with Enda and partners. Write reports and collect all monitoring/reporting forms from partner (English) and submit to Program Coordinator in a timely matter (monthly, quarterly, etc.)
- Project field visit: Make regular field visits to project sites, meeting with project counterparts and participants to monitor quality or implementation of activities. Follow up the implementation and monitoring plan. Support partners in strengthening the monitoring systems setting, including practicing and managing M& E system in project activities.
Financial Management
- Ensure project finance system at partner level to be accurate and in accordance with the requirements of Enda Vietnam and donor through DORNE Accountants and regular project site visits
- Cooperate with Finance team and partners to ensure effective tracking and reporting on budget expenses, to include financial reports, quarterly cash forecasts as required by supervisor.
Representation
- Represent Enda and the “Towards social protection and inclusion of informal waste pickers and recyclers in Ho Chi Minh City” Projects at meetings and trainings when needed
- Organize and lead visits (i.e. donors) to project sites as needed
- Represent Enda Vietnam as needed in HCMC
Partnership, Advocacy and Compiling Good Practice
- Partner and Consultant Relations: Maintain positive working relations with relevant government bodies and local partners. Ensure effective implementation of consultancy contracts, including development of scopes of work, contracts and monitoring.
- Networking and Advocacy: Document good and promising practices from project. Work with partners and international organizations involved in IWPRs advocacy. Attend external meetings/ workshops and networking activities related to IWPRs
Supervision:
Provide supervision of work outputs and personnel management of the interns. Ensures that his/her work is performed in accordance with agency standards and practices.
IV: REQUIREMENTS AND QUALIFICATIONS
- University degree in sustainable environment/social work/public health or in related area.
- Minimum 3 years experience at the same position in NGOs environment
- Familiar with participatory approaches
- Familiar with MS office, internet and e-mail.
- Good in English language.
- Good communication, planning & organization skills
- Proactive, patient, teamwork, committed and good listener
- Ability to work under pressure and frequent travels
