National Consultants for Research and Development of Management System
PRPP is looking for National Consultants (01 Team Leader and 05 Team Members) to support CEMA to carry out assignment on: Research and development of Management System to monitor program 135, 2012 - 2016 in accordance with the requirements for the program in the new period with reference to promoting the advantages and overcome the limitations of the AMT / PMT of P135-II (2006-2010.
On the 4th April 2013, The Prime Minister had issued Decision No 551/Q?-TTg approved Programme 135 on infrastructure investment support and production support for the communes of extremely difficulties, frontier communes, safety zones areas, and villages of extremely difficult condition, in which, CEMA has been assigned to preside and coordinate with relevant ministries and provinces for management and implementation of the Programme 135 in the period 2012-2016.
*Management and monitoring system for Program 135
In phase 2 (2006-2010), the Committee for Ethnic Minority Affairs (CEMA) with technical support from the United Nations Development Programme (UNDP) through the VIE/02/001-SEDEMA Project had developed a Monitoring and Report Tool using the modification of the monitoring and evaluation AMT / PMT Tools for management of development assistance ODA funds to be used for P135-II. The AMT / PMT is a monitoring tool, which was designed to support CEMA (Central level) and PPC (local level) to know about the implementation progress from the districts and communes participated in the program under its management. It also provided relevant data for monitoring and reporting of P135-II. The system has been implemented in provinces of P135-II with many positive results. However, through the use of AMT / PMT in P135-II it has been showed a number of difficulties and limitations. Most communes could not issue AMT report; the quality of reports was still weak, causing great difficulties for provincial, district and national levels because of the lack of monitoring and reporting data for management of the program in the early phase. Moreover, the allocation of investment was at both commune and district levels but the system before could not respond to follow-up both above levels with uniformity and consistency.
To manage and implement Program 135 in the new period, from 2012 to 2016 in the context of harmonization with the NTP-SPR and other poverty reduction policies and programs under Resolution 80/NQ-CP of the Government, with technical support from UNDP and Irish AiD, CEMA seeks to build up a management information system to monitor the program 135 with integrated executive management of program for period 2012-2016, as well as direct the program for management of ethnic minority policies toward 2020 so as to serve the planning and implementation of policies and programs with timely, effective and appropriate direction to the goals for EM poverty reduction as a whole.
To support CEMA to fulfil the above tasks, Sub PRPP Project of CEMA needs to recruit 01 National team leader and 05 team members to do the work: Research and development of a management information system that integrated management and monitoring of the 135 program, 2012-2016 with reference to promoting the advantages and overcome the limitations of the AMT / PMT of P135-II (2006 - 2010).
