We are looking for an experienced and dynamic Vietnamese person to fill the following position:
PROGRAMME OFFICER – GENDER JUSTICE

The post is a fixed-term contract, based in Hanoi but with frequent travel
The Role: You will be responsible for the strategy development and implementation of the Gender Justice program in Vietnam in close co-operation with the local partner organizations and the other Oxfam affiliates. This Gender Justice program is particularly seeking for innovative approaches to mainstream gender into value chain of key commodities as solution to help the poor women empowered and improved their livelihood.
Report to: Associate Country Director
KEY RESPONSIBILITIES
- In close co-operation with Country Office team in Hanoi you are responsible for the implementation of the Oxfam Country strategy in Vietnam.
- You will lead the process to develop the strategy for Oxfam’s Gender Justice Program that covers both gender stand-alone initiatives and gender mainstreaming interventions.
- You will manage the implementation of the Gender Justice program including: program/project planning, identifying and maintaining direct contacts with partners; monitoring and supporting partners in project implementation and their organizational capacity development.
- You will actively engage in discussions with partners and other stakeholders to develop programs that can foster external funding opportunities.
- You report to the Associate Country Director on the progress made in the program development and implementation, and you will also report to donor on the progress of external funded projects (if applicable)
- You provide for the appraisal of project progress reports, ensure feedback to partner organizations & monitoring of agreements, and ensure registration in Oxfam administrative system.
- You initiate and facilitate activities concerning knowledge & information management with local partners to strengthen the effectiveness and implementation of programs and lessons learned.
- You are responsible for identifying, organizing, facilitating and if needed monitoring of the capacity building processes for partners and other related stakeholders in the Gender Justice program.
- You will facilitate the development and/or actively engage in a network of organizations working on gender justice issues.
- You will represent and communicate Oxfam’s public policy and advocacy positions on gender justice as and when appropriate to institutions, government, international, national and local organizations as required.
SKILLS AND COMPETENCE
- Have a relevant education at academic level, preferably in a development-related field;
- Substantial knowledge about the gender issues in Vietnam and familiarity with innovative approach to address gender problems and promote gender justice.
- Demonstrable recent and substantial work experience with gender justice and women rights related programs in Vietnam.
- Experience in strategic planning and program development
- Experience in managing and monitoring development projects, including partnership managements.
- Sound experience on capacity building and good facilitation skills
- Analytical thinking skills and abilities to influence others.
- Good communication skills and fluent command of English both in writing and speaking.
- Willingness to travel to remote areas of Vietnam, and potentially within the SE Asia region;
- Outstanding social and intercultural skills;
Gross Annual Salary Range: from VND343,685,322 to VND549,896,515
