National Officer - Disability
World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:
NATIONAL OFFICER – DISABILITY, work base: Negotiable
World Vision (WV) is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. WV serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WV Vietnam (WVV) has a total income of more than USD20,000,000 (FY13) with funding from 16 support countries in Europe, Asia, the Americas and Australia. WVV employs about 450 staff, of which 99.5% are Vietnamese nationals.
In 1997, WVV introduced its Area Development Program (ADP). An ADP is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, addressing the macro and micro causes of poverty and the wellbeing of children and their families.In FY13 WVV has 43 Area Development Programs, divided into 5 regions: Southern, Central, North - Thanh Hoa, North – non Thanh Hoa, Yen Bai.
As a humanitarian organization which focuses on supporting children and vulnerable groups, WVIV implements, as its principal strategy, Community Based Rehabilitation (CBR). The ultimate goal of CBR is to empower people living with disability by helping them to be as self-sufficient and productive as possible. By mainstreaming disability interventions into our Area Development Programs, WVV will give people living with disability an even better chance to play an equal and active role in their community.
Purpose of the position:
1. To support WVV to implement its overall strategic direction to maximize the quality and impact of its programs and optimize the benefits for children and adults living with disability.
2. To lead the process of mainstreaming disability assistance across all WVV’s Area Development Programs (ADPs) and grant projects to promote a rights-based approach to meeting the needs of children and adults living with disability
3. To provide technical support, advice and capacity building opportunities to WVV staff, partners and projects to ensure and enhance the quality of community development activities which include and/or specifically target children and adults living with disability
4. Identify areas that need special funds and write proposals to get non- sponsorship funds with the support of Program Quality Director.
5. Monitor and evaluate the progress made in the area of inclusion of people with disability and give strategic direction to Operations.
Knowledge, Skills and Attitude Required:
- Bachelor degree in relevant fields
- Medical qualifications preferred.
- Demonstrated understanding of the needs of People with Disabilities (PWD) within poor rural communities in Vietnam and knowledge about effective approaches/strategies
- Demonstrated ability to coach, mentor and motivate staff
- Ability to communicate fluently in English and Vietnamese
- A personal interest in and commitment to enhancing the quality of lives of children and adults living with disability.
- Demonstrated empathy and positive attitude towards PWD
- Ability to work independently and as a member of team.
- Willingness to travel regularly to remote project sites with difficult conditions.
- Experience of implementing and/or managing programs for children and adults living with disability which address areas such as health rehabilitation, social and vocational opportunities, education and advocacy
- Experience of managing projects, including project design, monitoring and evaluation (i.e. preparation of documents and reports for external dissemination)
- Experience of and demonstrated ability to effectively network with a diverse range of people (i.e. project beneficiaries, Government officials, WVV staff), organizations and government bodies.
- Experience with ethnic minority communities would be an advantage.
