Senior Program Officer

The Centre for Sustainable Rural Development (SRD) is a Vietnamese non-government organization (VNGO) which inherits 28 years of experience from the International Cooperation for Development and Solidarity (CIDSE) in Vietnam. We are committed to empower disadvantaged communities in rural and mountainous areas to adapt to the changing environment and sustainably manage their own livelihood systems in an equal and compassionate society.

Founded in 2006, SRD have conducted nearly 50 projects with the main focus on Sustainable Agriculture, Rural Livelihoods, Climate Change, Local Governance and Pro-Poor Policy Advocacy.

SRD has witnessed an increase in the total number of beneficiaries of the projects that we have implemented, and observed a considerable improvement in the life of poor communities, and in particular disabled people, women, children and ethnic minorities with whom SRD has worked.

SRD has also been a founding member and chair of major local networks including VNGO&CC, VNGO&FLEGT, and an active member of many other local/regional networks and policy forums.

Our success is strengthened by our holistic approach and bringing up our working experience at grass-roots level to national/international advocacy.

We are currently looking for a qualified Vietnamese candidate to fill the position of Senior Program Officer, based in Hanoi with frequent travels to the project sites. SRD offers good opportunities for working, learning and sharing within the dynamic team of SRD.

Overall Responsibilities:
- Conduct researches and surveys for project development;
- Write project proposals as required including conceptual, methodological, operational, evaluative and financial aspect;
- Support project partner to develop detailed project work plan, the quarterly project budget;
- Monitor, evaluate and support local partners in project implementation, such as planning, monitoring and providing technical assistance;
- Be in directly implement project activities in line with the agreed project framework;
- Ensure that all necessary financial procedures of project activities, including those conducted by partners are completed and in accordance with donors’ and SRD’s financial management system;
- Write reports on project activities as per planned (quarterly, midterm, annum and project completion.;
- Conduct and get consultation of the Line Manager for project evaluation (hiring consultant, TOR and documentary preparations, planning, supervising, writing sub-report as required;
- Facilitate the project partner and Document methods, good practices, experiences and results from communities and partners;
- Develop and maintain good relationships to ensure effective communication and sharing of information, take part in networks for experience learning and sharing with other related agencies on relevance;
- Provide inputs on project information (including photos, articles…) to Communications department;
- Work closely with other members in program team for cross-checking and capacity building for local partners and communities at project sites through training workshops.
- Perform other related work as required (may be required to take on special assignments and more frequent interaction with senior members in program development issues)

Qualification and competencies required:
- Bachelor degree in social science, agriculture, forestry, environment management, economics or relevant subjects;
- At least three years of experience working in management of livelihood and sustainable agriculture project through setting up and operating CBOs to implement livelihood models towards market;
- Working experience in Climate change, disaster risk management, REDD+ or Research and Advocacy or development works.
- Understanding of market development experience including value chain, product marketing, and especially having practical experience in applying value chain to increase income for local people/communities.
- High commitment of working in development sector.
- Fluent in both English and Vietnamese;
- Good facilitation skills and experience in participatory approaches and community empowerment;
- Experience/ skills in research, survey and assessment;
- Experience in project proposal writing, reporting;
- Ability to work independently under minimize supervision as well in a team;
- Good analytical and organizational skills;
- Good computer skills especially Excel, Words, PowerPoint;
- Willing to have frequent travels (50% working time on average) to project sites of SRD as required;
- Experience at the same position, previous experience of working for a non-government organization (NGO) will be advantage.

Remuneration:
- Net income would be from US$700-1.000 per month depending on qualifications and competiveness.
