Senior Technical Officer
FHI 360, also known as Family Health International, is a non-governmental organization that works with the Vietnam Ministry of Health, other ministries, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV/AIDS prevention, care, and treatment; TB control; nutrition; maternal and child health; dengue control; behavioral and epidemiologic research methods training; clinical research in new vaccines and drugs; and laboratory strengthening.
We are currently seeking qualified, experienced, and highly motivated candidate for the position of Senior Technical Officer in Technical Assistance Coordination and Health Systems Strengthening (TACHSS) to work in our Hochiminh City office:
Main duties and responsibilities:
- Serves as the main liaison and FHI 360 contact point for HCMC and local health officials and project staff
- Participates in and provides assistance to provincial officials/staff in conducting TA and service needs assessments.
- Provides and coordinates TA to HCMC officials/staff on HIV/AIDS prevention, treatment and care services, the CoPC.
- Assists in developing priorities, coordinates and contributes to PUSH TA efforts.
- Coordinates responses to Pull TA requests.
- Links provincial officials/staff to technical experts who are members of FHI 360 technical teams focused on HIV/AIDS prevention, care and treatment; drug use prevention, harm reduction and methadone maintenance and other drug use treatment services; data management, analyses, and data for decision making.
- Helps designing, coordinating and managing rapid assessments of HIV/AIDS and other health service systems.
- Facilitates transition for management of SMART TA services to GVN at the HCMC provincial and local levels as feasible and in accordance with approved time tables.
- Gathers and analyzes benchmark and progress data in joint planning implementation, including cost data, and provides this to partners
- Builds partnerships with GVN agencies to improve policy environment for HSS.
- Determine, facilitate and oversee the technical assistance, programmatic support; specific scopes of work.
- Work with implementing agencies/partners to develop and monitor MOU, sub-agreements and other contractual documents.
The successful candidate will have the following qualifications and abilities:
- Medical doctor or Master in Public Health, or a related discipline and over 5 years of experience in Vietnam in public health.
- Intense understanding of the health system in Vietnam, especially in HCMC, the integration of donor-supported programs into national and provincial responses.
- Strong leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations
- Ability to manage projects, set realistic priorities, and plan for the successful implementation of programs
- Excellent written and oral communication in both Vietnamese and English.
- Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
- Ability to travel as necessary
