IFRC Delegation in Viet Nam is seeking a highly qualified Vietnamese National for the five month position of: Operation Assistant
Background
The Vietnamese Red Cross (VNRC) requested the IFRC to launch an emergency appeal on its behalf to support the people affected by typhoon Wutip and Nari which impacted the central coast of Vietnam in October 20013. In response to this request the IFRC is supporting the VNRC to assist 34,000 beneficiaries (6,800 households) by the end of July 2014.
Scope of Work
In this context, the IFRC Operation Assistant will support the IFRC Country Office in assisting the VNRC Disaster Management Team, and more particularly the RC chapters and branches involved in the operation, in coordinating and implementing the operation.
Tasks and Responsibilities
Operational duties:
1.Support the Country Office in the planning, implementation, reporting and management of the appeal programming;
2.Support the VNRC in the implementation of their recovery program related to livelihoods needs;
3.Undertake regular field trips in order to assist in the monitoring of progress against the agreed plans and maintain relations with VNRC Chapters;
4.Support the preparation of logistical arrangements for field trips;
5.Assist in the preparations and facilitation of disaster preparedness actions which aim at increasing VNRC chapters and branches capacities for future disaster response and recovery action;
6.Input into the development and maintenance of information management systems;
7.Contribute towards the preparation of narrative and financial reports as requested by IFRC and donors who contribute to the emergency appeal;
8.Translate required materials into Vietnamese and English;
9.Act as an interpreter when required.
Qualifications:
The Operation Assistant is expected to possess the following qualifications and experiences:
- Be of Vietnamese nationality and live in Vietnam.
- Bachelor degree in development studies/disaster management or a related area.
- Experience of working on disaster relief and recovery programmes.
- One year experience of working for a humanitarian organization.
- Two years’ experience in interpretation and translation of documentation between English and Vietnamese.
- Two years’ experience in administration duties
- Self-supporting in computers (Windows, spreadsheets, word processing)
