Project Officer
German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement. As a humanitarian organization, GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement provides assistance to vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.
In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, Water & Sanitation and Capacity Building.
The GRC is currently looking for an experienced Project Officer (PO) who will support the cooperation with the Vietnam Red Cross (VNRC) in a new disaster risk management (DRM) project which is a component of the “Flood Proofing for Medium Sized Cities in Vietnam” programme managed by the German International Cooperation Agency or Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in partnership with the Vietnam Ministry of Construction. The project is aimed at minimizing the impact of climate change in Vietnam’s coastal cities to adapt to more frequent and serious urban flooding.
Project: Flood Proofing for Medium Sized Cities in Vietnam
Sector: Disaster Risk Reduction / Climate Change Adaptation
Reporting to: GRC Disaster Risk Reduction / Climate Change Adaptation Delegate
Contract type and duration: Full-time position for the period of 1 (one) year with a possibility of extension
Location: The position will be based in Quy Nhon or Tuy Hoa, with frequent travels to other provinces
Required language proficiency: Vietnamese and English
Nationality: The position is opened for Vietnamese nationals only
Starting date: As soon as possible
Roles and Responsibilities
- Facilitate the planning, implementation, coordination, monitoring and evaluation of the project with partners
- Identify capacity building and awareness raising needs on urban disaster risk issues based on the project design
- Provide coaching for colleagues/partners in both technical and management issues
- Produce timely and high quality reports
- Advise on the allocation of appropriate and sufficient human resources for effective implementation of project activities from National until the commune/ward level.
- Support and facilitate the GIZ, GRC and VNRC in building strong network with the authorities, communities and other key actors in disaster risk reduction and climate change adaptation
- Ensure good procurement process is followed in accordance with GIZ’s guidelines
- Manage the project funds
- Promote transparency and accountability through all stages of the project
Experience
- Proven experience in managing Disaster Risk Reduction/Preparedness programmes/projects with international NGOs
- Excellent communication skills and substantial experience working closely with communities
- Experience in staff management and proven abilities to lead and develop a diverse, multidisciplinary and multicultural team
- Proven experience in review, monitoring and evaluation of programmes/projects; experience with monitoring systems
- Strong and well-developed analytical skills coupled with experience of writing reports that are usable by different stakeholders.
- Sound knowledge and commitment to participatory approaches to working with communities.
- Experience in capacity building, identifying needs, organizing and delivering courses, developing tools and techniques.
- Minimum 3 years of related experience showing progressive responsibility
- Understanding of DRR and current opportunities and constraints within the Vietnamese context and in particular good knowledge of coastal areas and context.
- Knowledge of Urban/ Rural Risk analysis and mapping
- Understanding of the Vulnerability Capacity Assessment (VCA) model is preferable
Qualification
- University graduate in a relevant technical discipline
- Master Degree desirable
- Educational background in DRR/DRM an advantage.
- Proficient written and spoken English.
