Policy Research Specialist

We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:
POLICY RESEARCH SPECIALIST
Level C2

The post is a two-year contract with possible extension. Incumbent is based in Hanoi but with frequent travel
The Role:
- Work independently, make decisions and find solution to solving new and complex issues/problems in various areas
- Draw upon programs and external information sources to provide high quality research and in-depth policy analyses on critical issues relevant to Viet Nam and Mekong region
- Play a critical role in the development of long-term research strategies to achieve significant impacts of Oxfam’s program and policy work in Viet Nam and the Mekong region
- Provide expert knowledge on policy analysis and research methodology, advise and guide country teams in conducting research and policy analysis
- Represent Oxfam in meetings with allies, institutional/government officials and other stakeholders.
- Plan and manage resources, consultants and partnerships with key research institutions and organizations.
- Achieve goals by influencing internal/external agenda/policies using high quality research work.
Report to: Campaign and Advocacy Manager
KEY RESPONSIBILITIES
- Be responsible for identifying key research topics that help inform Oxfam in Vietnam’s advocacy and programming strategies
- Support Oxfam in Viet Nam and strategic research partners to plan, guide and carry out policy research relating to campaigning and advocacy priorities, including, but not limited to, agriculture, climate change, pro poor policy, and inequality; ensure the linkage of Oxfam research and advocacy work with other Mekong policy priorities
- Provide regular updates and prepare briefings on strategic policy issues to support Oxfam’s program and policy advocacy work in Viet Nam; monitor influential research produced by key donors and think-tank institutions relevant to Oxfam’s strategic interests and provide timely written critiques and responses
- Work with Oxfam Vietnam Change Goal Groups to sharpen their policy analysis and advocacy skills as appropriate
- Support program staff to improve research and policy analysis skills and methodologies
- Establish and maintain relationships with key policy think tanks, academic and research institutions in Viet Nam and draw external expertise to or develop partnership for Oxfam’s policy and research work
- Be the primary focal point for relevant work in order to maximize synergies between national, regional and global research priorities
- Manage resources, consultants and partnerships to conduct research
- Represent Oxfam in critical policy research forums when appropriate
- Ensure gender equity issues are addressed in policy research
- Work closely with the communications team on disseminating research findings for advocacy and campaigning purposes
SKILLS AND COMPETENCE
Job Specific Competencies
- Vietnamese national;
- University degree in social sciences or related studies;
- Sound understanding of development and poverty issues, especially sound grasp of macro-economics /political economy analysis as they relate to poverty and development
- Proven track record in producing high quality research, policy briefing papers
- Thorough understanding of research methodologies and skills with an ability to train/coach and transfer skills to others
- Experience in managing other researchers and/or research projects (including managing commissioned researchers), ensuring high standards of delivery
- Outstanding written and verbal communications skills, with an ability to simplify complex concepts both verbally and orally in order to influence others
- Strong understanding of and proven commitment to gender and diversity issues
- A well-developed network of relevant academic and applied research contacts to draw on
- Fluency in written and spoken English and Vietnamese
- Good computer skills

Gross Annual Salary Range: VND 478,755,174 - VND 574,506,209
