Consultant for Commune Development Funds Impact Assesment

HELVETAS Swiss Intercooperation is looking for a consultant for undertaking the Commune Development Funds Impact Assesment.

Objective of the consultancy

The consultancy has the objectives of providing;

·       Well researched and objective evidence of the impact of decentralized investment funding using the CDF model on livelihoods of smallholders in Hoa Binh and Cao Bang provinces;
·       Defined challenges for implementing and integrating decentralized invesment funding into government systems and programs; and
·       Proposals for overcoming the defined challenges to integration in Hoa Binh and Cao Bang, and pathways to extension of decentralized funding approaches to other provinces.

The main targets for the consultancy are (i) departments of Planning and Investment and Finance in Hoa Binh; (ii) Comittee for Ethnic Minority Affairs in Cao Bang; and (iii) Ministry of Planning and Investment and Committee for Ethnic Minority Affairs at national level.

Expected outputs of the consultancy

The expected output of the consultancy is a report containing the key objectives described above. The report will be concise and easily readable, and will have clear seperation of information and recommendations for each province and for the national level as appropriate. The report will draw on (i) field visits and key informant interviews in both Hoa Binh and Cao Bang; (ii) existing information available from PSARD; and (iii) the impact assessment conducted for the first phase of PSARD.
