Project Officer
As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH support the German Government in achieving its objectives in the field of international cooperation for sustainable development. The Vietnamese-German Project “Creation of an overarching framework for Nationally Appropriate Mitigation Actions (NAMA) and Measurement, Reporting and Verification (MRV) in Vietnam” is a project of German Technical Assistance to the Ministry of Natural Resources and Environment (MONRE). The project is designed with 4 main components, as follows: a) Improving the institutional capacity in MONRE to coordinate, develop and implement NAMA; b) Identify and develop specific NAMA; c) Establish national MRV systems for NAMA; d) Strengthen international negotiations on climate change. The project requires a qualified local professional for the position of:
Project Officer for communication, knowledge management, capacity development, monitoring and evaluation
Duty station: Hanoi with possibility to traveling in-country and abroad
Duration: from August 2014 to March 2018
Main responsibilities: the Officer will work closely with the technical advisor, project team, partners and consultants to develop and implement all agreed activities related to communication, knowledge management, capacity development, monitoring and evaluation for the project.
- Supports an efficient communication work of the project towards internal and external stakeholders at international, national and provincial levels and assures a regular information flow about the progress, products, results and experiences of the project;
- Supports and provides technical assistance in developing of technical handouts, manuals and other publications for the project in accordance with GIZ standards;
- Prepares monthly, quarterly plan for communication activities; be responsible for the quarterly newsletters;
- Assures the maintenance of the website of the project;
- Deals with public relation, writes press releases and ensures regular update and circulation of the project documents/ reports/ data to internal and external stakeholders at national and provincial level;
- Supports the exchange of information in the events, workshops, knowledge platforms, etc.;
- Supports with interpretation in meetings and with translation of documents upon request;
- Supports the coordination and cooperation with the Department of Meteorology, Hydrology & Climate Change, International Cooperation Department (MONRE) specifically and with other relevant governmental institutions and departments generally;
- Coordinates the development and implementation of all requested capacity development measures in the project, working with consultants and/or consulting companies including the term of reference preparation, implementation monitoring and evaluation, documentation and reporting;
- Supports the development and implementation of the project’s monitoring and evaluation system, including data collection, analysis and elaboration of lessons learnt and report writing.
Minimum requirements
- Bachelor’s degree or MSc in a course related to communication, knowledge management, monitoring and evaluation, education and capacity development, environmental policy/ political science or similar subjects;
- At least 5 years of relevant professional working experience in a similar position in capacity building projects and / or organizations in Vietnam;
- Experience with modern methods of participatory (preferably also for trainers) capacity development;
- Experience with communication related work/ activities in Vietnam, especially related to climate change, environment and sustainable development;
- Excellent communication and strong interpersonal skills;
- High level of oral and writing skills in both English and Vietnamese, knowing German is an asset;
- Good working knowledge of telecommunication systems (phone, fax, e-mail, internet) and computer applications (e.g. MS-Office);
- Demonstrated team work ability, dynamic, self-motivated character and interest in development work;
- Willingness to work hard and occasionally on weekends, travel and work in project locations
