National Environment Safeguard Specialist

SNV Vietnam is looking for a National Environment Safeguard Specialist, based in Hanoi with limited travel to different provinces

(The position will be confirmed subject to donor approval of the project)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).

SNV Vietnam is currently seeking National Environment Safeguard Specialist for the Low Carbon Agricultural Support Project (LCASP) implemented by the Ministry of Agriculture and Rural Development and 10 provinces of Vietnam. The project is supported by the Asian Development Bank and the Government of Vietnam. Project implementation is expected to last until December 2018. The overall objective of the Project is to reduce air, water and soil pollution by supporting Climate Smart Agricultural Waste Management Practices (CSAWMP), with emphasis on treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies.  A long-term contribution will be made towards sustainable economic growth, self-reliance and the fight against poverty in Vietnam.

For development of the Program, We are looking for a dynamic candidate to fill in the post.

Responsibilities

  • Advice and  ensure the project’s compliance with environmental safeguards of the Government and the Project;
  • screen proposed waste management technology implemented on environmental impact; based on the completed screening checklists, prepare a checklist based on the relevant Rapid Environmental Assessment Checklists;
  • assist Central Project Management Unit (CPMU) and PPMUs in submitting the required documentation to report the outcome of the screening;
  • identify and report to CPMU to exclude proposed biogas plants having adverse environmental impact;
  • prepare Initial Environmental Examination in both Vietnamese and English for all medium and large biogas plants, and Environment Management Plan (EMP) with support from PPMUs under the standards;
  • assist CPMU and PPMUs in organizing meaningful stakeholder consultations on all proposed biogas plants;
  • consult with the Consultants for Livestock Waste Management on recommendations for technologies that make full use of the biogas and bio-slurry produced by biogas plants;
  • provide training and organize workshops as necessary on safeguard policies and environmental monitoring of biogas plants;
  • work with technical specialists to prepare cost estimates for the environmental measures to mitigate adverse impact;
  • ensure disclosure of project information on environment for affected persons and other stakeholders;
  • assist CPMU and PPMU to prepare regular environmental monitoring reports;
  • produce Environmental Reports for Sub-projects that are proposed for implementation under low carbon agriculture support;

Candidate profile

  • Vietnamese citizen;
  • Bachelor degree or higher qualifications on environmental management or related study;
  • experience in safeguard policies, environmental assessments, and the preparation of environment reports, environment supervision in the ODA funded projects;
  • Understanding of Vietnamese Law and relevant regulations on environmental protection and other provisions;
  • 10 years of work experience including 5 years working on environment, and preferably with work experience in biogas technology and/or on other agriculture waste management;
  • good command of oral and written English;
  • Good computer skills (Words, Excel, Internet Explorer and Power Point).

Contract Duration: SNV Vietnam offers a one-year full time employment contract with possibility of extension.
