National Biogas Technology Specialist

SNV Vietnam is looking for a National Biogas Technology Specialist - Renewable Energy Sector, based in Hanoi with limited travel to different provinces (Employment contract)
(The position will be confirmed subject to donor approval of the project)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).

SNV Vietnam is currently seeking National Biogas Technology Specialist for the Low Carbon Agricultural Support Project (LCASP) implemented by the Ministry of Agriculture and Rural Development and 10 provinces of Vietnam. The project is supported by the Asian Development Bank and the Government of Vietnam. Project implementation is expected to last until December 2018. The overall objective of the Project is to reduce air, water and soil pollution by supporting Climate Smart Agricultural Waste Management Practices (CSAWMP), with emphasis on treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies.  A long-term contribution will be made towards sustainable economic growth, self-reliance and the fight against poverty in Vietnam.

We are looking for a dynamic candidate to fill in the post of National Biogas Technology Specialist based in Hanoi with frequent travel to other provinces.

Responsibilities

  • work under supervision of international Team Leader and cooperate with technical consultants and provincial staff on implementation of biogas digester construction (biogas digester planning, technology application and transfer, advise on optimal design, materials and methods of construction in specific project areas);
  • evaluate and recommend options for monitoring the quality of biogas technology related activities and biogas plant construction;
  • propose optimal solutions for linking biogas plant construction with associated biogas value chain related investments;
  • advise MARD and other institutions such as Vietnam Biogas Association to develop policies and mechanism for biogas technologies and biogas value chain management;
  • collaborate with CPMU, PPMU and provincial extension agencies to assess training demand and training course content, and train technical staff, trainers, and masons for technologies, management and efficient utilization of biogas technologies;
  • estimate costs for technical items and others inputs for biogas technologies with differentiation to location;
  • collaborate and consult with Department of Livestock Production (DLP)  to develop appropriate methodologies to assess impacts on social, economy and environment of biogas technologies applied in the project;
  • collaborate with M&E specialist to develop M&E indicators, evaluate and report for biogas technology activities in 10 project provinces;
  • propose methods to disseminate and replicate biogas technologies in Vietnam

Candidate profile

  • Vietnamese citizen;
  • at least Bachelor degree in relevant engineering, biogas technology, environmental protection, or related fields
  • ten years of experience in biogas technology and agriculture project experiences
  • participated at least 3 similar ODA projects
  • knowledge of bio-slurry utilization and scum composting
  • good command of spoken and written English; and
  • good skills on computer (Word, Excel, Internet Explorer and Power Point)

Contract Duration: SNV Vietnam offers a one-year full time employment contract with possibility of extension.
