Education Project Officer (Information Communication and Technology - ICT)

Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam for nearly 20 years. CRS projects assist local counterparts to build capacity in the areas of Education, Health, Disaster Risk Reduction and emergency preparedness and response. Reflecting our commitment to carry out quality programming to benefit the poor, we are now seeking dynamic Vietnamese candidate for following position in our Program based in Ha Noi:

BACKGROUND

Catholic Relief Services (CRS) Vietnam has implemented a number of projects aimed at promoting equal access to education and employment and social inclusion for children and youth with disabilities. In earlier projects , CRS has collaborated with Ministry of Education and Training (MOET) to pilot Inclusive Education for children with disabilities in primary and junior secondary school levels; CRS has collaborated with 2 higher education institutions, one in Ha Noi and another in Ho Chi Minh City, to implement information technology (IT) training and job placement for youth with disabilities; and CRS has supported capacity building for associations of parents of children with disabilities (CWDs) in 40 communes in Quang Nam and Ninh Binh provinces to provide quality community-based services to their children. Since 2007 till date , CRS is building on its past experiences and achievements and working  with MOET to develop and pilot using information and communication technologies (ICT) to make education more accessible to children with disabilities (CWD), while expanding its IT training program (ITTP) to Da Nang for the CWDs with 2 private educational institutions, one public institution in Hanoi,  and its parent association model to a third province, to build the IT skills of the CWDs and increasing their employment into the private and public sectors.

PRIMARY FUNCTIONS

Facilitate and ensure effective and quality planning, implementation, monitoring, financial tracking, and partner relationship and coordination of the Inclusion of Vietnamese with Disabilities (IVWD) project with primary focus on working with MOET, several Technical Consultants  and other relevant partners to provide supports in developing and piloting using ICT to make education more accessible to children with disabilities.  The job requires day to day partnership relationship management, communication, working with several consultants in ensuring their deliverables, monitoring at the project locations, reporting and  partner budget management, The person must have working knowledge and experiences in Education and in Disability context.  A good team builder, problem solver, strong inter-personal skills and ability to lead implementation process with the project partners.  This position is based in Hanoi with occasional travel to piloted schools in Hanoi, HoChiMinh city, QuangBinh and Ninh Binh provinces.

SPECIFIC RESPONSIBILITIES

Programming

  • Project Planning: Work with COP and MOET partner and  develop and/or revise project life implementation, annual, quarterly and monthly activity plans for ICT component, including programming activities and budget. 
  • Project Implementation: Lead and facilitate and provide active supports to the implementation of the project activities based on the mutual agreement between CRS and MOET with a focus on setting up key task forces/consultants team for ICT systems and devices development, developing TOR for the consultants, supporting COP and MOET in managing the consultants, ensuring consultants’ deliverables, and effective implementation of the ICT pilotin selected schools.
  • Program Quality Management: Support and ensure high e program quality by proactively taking role in supporting and developing  project M&E systems, tools and processes, with focus on ICT component. Work with CRS MEAL Manager and COP and partner staff, implement M&E plan and feedback mechanisms between CRS, partners and project participants;   actively participates with the team and supports in review, mutual learning, reflection and evaluation processes of the program.
  • Technical support: Work with COP, and the project technical consultants to facilitate technical support to MOET partners and taskforce teams in ICT  tool development and pilot such as web portal, distance education learning materials, video lectures including provision of technical ideas learnt from international ICT experience to MOET and consultants to ensure the quality of consultancy performance.
  • Field Monitoring: Lead and facilitate field level quality monitoring of the project progress, impact and learning with the partner, make regular field visits in coordination with MOET partner and COP and MEAL Manager,  to piloted schools for monitoring piloted activities and high quality reporting.
  • Reporting: Provide timely recording, internal trip, activity reports of the project as required by CRS, donor and by government (Paccom), and submit to COP for review and edition. Ensure clear and accurate records of meetings, field trips, and program activities.
  • Documentation:. Participate in compiling lessons learned and success stories; designing and implementing events for exchange of program experience through organizing consultation and dissemination workshops at central level with MOET, and provincial piloted partners. Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to compiling and disseminating best practices within and outside CRS.
  • Program Strategy Development: Contribute to strategic planning and program development within CRS/Vietnam. Contribute to development of new projects and proposals as required.

Finances

  • Budget management: In coordination with COP and MOET, develop and monitor annual and quarterly program budgets, ensure  regular financial planning, review, maintain regular adjustment and planning the budget balance of the ICT activitiesEnsures that projects are in line with donor regulations, identifies areas that need immediate attention of the COP and ensures CRS standards and policies. Explains and communicates partners about CRS policies, standards and approaches under the close guidance of COP  Provide monthly budget plan to COP in development of quarterly cash forecasts.
  • Financial Reporting: Ensure effective tracking and reporting on budget expenses from the partner as per the CRS policy. Alert COP of any concern about overspending or under spending planned budgets.

Partnership, Communication, Advocacy and Networking

  • Partner Relations: Maintain positive working relations with MOET, provincial partners with piloted activities, provides necessary project related guidance, and maintains respectful and clear communication with partner/s in coordination with the COP. Represent CRS in a strong and positive manner in all forums and meetings.  Addresses any challenges in partnership relations immediately in close coordination with the supervisor and the team
  • Consultant Relations: Supervise planning, work output and personnel management of consultants. Ensure effective implementation of consultancy contracts, including development of scopes of work, contracts and monitoring
  • Build and maintain professional and positive relations with the relevant national and international organizations etc.
  • Networking and Advocacy:  Represent CRS strongly and promote the project achievements in external meetings and networking activities related to disability and education as assigned by COP.

Other: Troubleshooting and other inclusive education program activities / projects related tasks as requested by supervisor.

Teamwork: Actively participate with other education team members in planning and sharing of project activities/outcomes through meetings or written reports.

Logistics and Administration

Logistics: Provide logistical support for implementation of ICT project activities when necessary, such as workshops, and training courses. Participate in development and maintenance of administrative systems, especially in filing of key master documents relating to ICT components.

Translation: Provide translation and interpretation support whenever needed.

QUALIFICATIONS AND PERSONAL SKILLS:

1.University degree in Education or related field
2.At least three years professional experience in education and/or community development, preferably with Vietnamese or international NGOs
3.Practical knowledge of disability related laws and policies in Vietnam
4.Experience in working with implementing partners.
5.Experience in working to support inclusive education of CWDs is preferred
6.Experience working with central level partners such as MOET, MOLISA, universities is preferred
7.High organizational and computer skills (Word, Excel, Powerpoint, E-mail and Internet required)
8.Excellent spoken and written English skills
9.Good communication, problem solving, interpersonal skills including emotional control and skill to cope with pressure or stress;
10.Confident, proactive and flexible in work duties
11.Ability to work independently as well as in a team
12.Ability to deal respectfully to all levels of colleagues, partners and society.
