The Vietnam country office is committed to respond to community health needs in Vietnam and works in such areas as reproductive, maternal, and child health, TB, HIV, vaccines and immunization, emerging and epidemic diseases, and health technologies. To achieve impact, PATH Vietnam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH is working under a new United States Agency for International Development (USAID) Cooperative Agreement entitled Healthy Markets Activity. The project’s overall goal is to contribute to the prevention of new HIV infections among most at risk populations. The expected program will include a network of complementary partners to bring about changes that result in strengthened local leadership and capacity for comprehensive and effective programming and social marketing of critical HIV goods and services.

PATH seeks a Project Finance and Administrative Officer to provide financial and administrative support to the project. Under the guidance, supervision and direction of the project Finance and Administration Manager, the Finance and Administrative Officer’s specific responsibilities include:

  • Provide financial and administrative support to Project Finance and Administration Manager.
  • Oversee the issuance and monitoring of consulting agreements, work orders, and purchase orders, and ensure compliance with donor and PATH policies and procedures.
  • Work with program staff and Headquarters to finalize and administer subagreements, subcontracts, MOUs and other related project agreements.
  • Monitor sub-recipient expenditures, financial reports and conduct regular financial monitoring visits.
  • Support sub-recipients in preparing project budgets, financial reports, advance requests, and annual value added tax (VAT) reports to ensure compliance with USAID rules and regulations.
  • Assist with training for sub-recipients on project financial management, cost norms, donor regulations and requirements.
  • Prepare project cost-share plan, documentations and reports to meet donor requirements.
  • Oversee VAT reporting and refund procedures as required by donor. Keep track of changes in taxes and other regulations that apply to project.
  • Assist project teams to prepare for workshops, trainings, meetings and other project activities as needed.
  • Assist with development of project budgets and reports.
  • Network with financial and administrative staff from other peer organizations.
  • Other tasks as assigned.

Required Skills

  • University degree in business administration, accounting, economics or other relevant field.
  • Solid computer skills in Microsoft Excel and Word.
  • Well-organized and attention to details skills.
  • Excellent negotiating skills.
  • Good communication skills.
  • Good financial management skills.
  • Proven interpersonal skills and ability to work effectively in a team.
  • Excellent Vietnamese and good English.

Required Experience

  • At least five (05) years of experience working on donor-funded health and/or development programs in Vietnam with strongly desired one year of US Government experience.
  • Experience monitoring sub-recipients and working with different partners.
  • Must have legal authorization to work in the Vietnam.
