International Policy & Institutional Specialist

SNV Vietnam is looking for International Policy & Institutional Specialist, based in Hanoi, Vietnam (Consultancy contract)
(The position will be confirmed subject to donor approval of the project)

SNV has been working in Vietnam since 1995. Using the market based approach, SNV is committed to reducing poverty by catalyzing sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).

SNV Vietnam is currently seeking an International Climate Smart Agricultural Waste Management Practices Specialist for the Low Carbon Agricultural Support Project (LCASP) implemented by the Ministry of Agriculture and Rural Development and 10 provinces of Vietnam. The project is supported by the Asian Development Bank and the Government of Vietnam. Project implementation is expected to last until December 2018. The overall objective of the Project is to reduce air, water and soil pollution by supporting Climate Smart Agricultural Waste Management Practices (CSAWMP), with emphasis on treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies.  A long-term contribution will be made towards sustainable economic growth, self-reliance and the fight against poverty in Vietnam. 

We are looking for a dynamic candidate to fill in the post.

Responsibilities:

  • Responsible for development of a proposal for an enabling environment to attract private investment in waste management technologies and other Low Carbon Agriculture;
  • Review existing policies that are relevant to the Low Carbon Agriculture Practices and identify gaps related to the policy and institutional frame work;
  • Review present incentives that are available to investors in Low Carbon Agriculture (Feed-in-Tariff rates; carbon credits, tax breaks, and other incentives) that are available and assess how they compare to other countries.
  • Work with the consultants to identify policies and institutions that play a role in the effective implementation of NAMA and Monitoring, Reporting and Verification System (MRV);
  • Organize a workshop where proposals for policy and institutional support for LCASP will be discussed, and contribute as a resource speaker;
  • Finalize the proposal for policy and institutional support for Low Carbon Agriculture and details for an advocacy program;
  • Undertake other related tasks to the ToR as requested by the Team leader and Project Director)

Candidate profile:

  • At least Master degree in Development Economics or any other relevant education.
  • 10 years’ experience with policy formulation and institutional organization.
  • Participated at least in 3 similar ODA projects;
  • Good command of spoken and written English;
  • Excellent presentation skills, and
  • Computer literate (Power Point; Ms Word, etc.).

 

Contract Duration: 4 months short term consultancy contract with possibility of extension
