Knowledge Management Coordinator

We are looking for an experienced and dynamic Vietnamese citizen/person to fill the following position:

KNOWLEDGE MANAGEMENT COORDINATOR

The post is a fixed-term, 2 years with possible extension, based in Hanoi but with frequent travel.

Purpose of the job:

To take leadership in the development and implementation of the knowledge management strategy for Oxfam in Vietnam. The KM strategy will guide the documentation, communication and publication of Oxfam program experience to promote Oxfam profile.

You will be member of the senior management team and work alongside with Oxfam regional and global knowledge hubs.

The Role: To line-manage and coordinate communication and knowledge management activities for Oxfam in Vietnam - including Oxfam branding, programming and lobby & advocacy work in the country.

Report to: Country Director

Staff reporting to this post: Communications and knowledge staff as relevant

KEY RESPONSIBILITIES:

  • To take lead in the development of knowledge management strategy and implementation plan in cooperation with program teams
  • To take overall leadership of external communication activities for Oxfam in Vietnam, including Oxfam’s humanitarian media and communication work during emergency responses.
  • To generate regular, high quality documentation, publications, and communications in Vietnam and internationally of Oxfam programme and campaign work.
  • To guide and support programme and advocacy team in the documentation of their programme experience for sharing across the organisation (at country and global level); and for external audiences.
  • To ensure and safeguards the highest quality and sign-off protocol of Oxfam communication products
  • To support staff to consistently work with Oxfam branding standards, including design of all communications, publications, visuals and writing style in English and Vietnamese. In this, also identify brand risks.
  • To provide strategic guidance in the setting-up of information system such as photo library and database system if needed
  • To represent Oxfam to institutions, government, international, national and local organizations as required.

Internal contacts:    

  • With the Country Director, senior management team and other senior staff on all aspects of programming, and lobby and advocacy relevant to communications and publications; as needed on sensitive brand issues, with the CD on sign off of all external communications products
  • With the Communications Department, knowledge management department in the Headquarters and knowledge hubs, OI secretariat, regional centres.
  • With Programme staff for linking and learning from programmes, programme and projects co-ordination and input in policy, strategy and product development
  • With the Oxfam in Vietnam media and communications team and with the OI global Media group in developing and implementing an Oxfam in Vietnam communications and knowledge management strategy.

External contacts:    

  • With key stakeholders and relevant (international) organisations to keep informed of current political/economic/social developments in the regional/global context and in areas that could have impact on our programmes
  • With Oxfam partners,  Civil Society Organisations, INGOs, authorities, media, private sector, regional institutions, researchers in the country with regard to knowledge management and communications work, campaigning and lobbying, regional policy and civil society support
  • With a network of journalists in Vietnam.
  • With external donors, HQ marketing and fundraising departments, and consultants with regard to programme implementation and reporting, at the request of the Country Director or senior management.

SKILLS AND COMPETENCE:

Job Specific Competencies

  • A deep  understanding of knowledge management in development for communications purpose;
  • Experience in leading the development of knowledge management strategy and implementation plan;
  • A minimum of seven years of work experience in generating high quality products – communications, documentation and publications – from programme and advocacy work on the ground, ideally your experience has been gained in development cooperation;
  • Qualified to at least Master degree level in a relevant field or a proven track record of knowledge management for communications purpose;
  • Broad knowledge of relevant thematic areas (human rights, urban and rural livelihoods, humanitarian, gender justice, campaign and advocacy);
  • Experience in working and supporting programmes teams to generate high quality documentation and publications for external purpose;
  • Experience of working in the international development sector is an asset;
  • A natural networker with substantial experience of building relationships;
  • Excellent verbal and written communication skills in English and Vietnamese;
  • Demonstrated ability or experience in finding new creative communications and publications angles;
  • Demonstrated facilitative skills are a must;
  • Good understanding of the Vietnamese context.

Gross Annual Salary Range: VND684,660,222 – VND890,059,069
