Finance Officer
Hagar International Vietnam, an international NGO based in Hanoi, invites applications from interested and experienced Vietnamese candidates for the following position.
Position: Finance Officer
Start date: February 23, 2015
The duration of the service contact is one year initially with a 60 day probationary period. This position is then subject to renewal on an annual basis upon satisfactory performance and availability of funds.
Job Responsibilities:
- Financial and Cost Accounting
- Perform accounting activities associated with Hagar’s financial planning, management and administration. Maintain appropriate accounting records; preparation of appropriate month end journals and allocations; balance and reconcile all accounts; monthly balance sheet analysis
- Monthly update of donor financial data
- Ensure that accounting methods, procedures and information systems are implemented and followed to meet internal and external requirements
- Liaise with external auditors as required; ensure the security of financial systems and the integrity of audit trails
- Financial Reporting and Budgeting
- Provide all financial information required by Country Director and Hagar International Head Office. This will include planning for and delivering routine and basic financial reporting according to agreed timetables, and also responding to ad hoc requests at short notice
- Provide regular basic financial reports to Hagar Program Team Leaders for program management
- Provide financial reports to Vietnamese authorities in accordance with required deadline and format
- Budgeting, PIT report and other financial reports as requested
- General Accounting
- Manage Hagar’s banking arrangements and maintain bank account records.
- Oversee and manage petty cash and provide cash reports
- Preparation and disbursement of Hagar’s monthly payroll
- Manage Hagar’s asset books, registration and write-off process of fixed asset items and ensure that appropriate approvals are obtained prior to expenditure
- Ensure a good filing system in finance
- Ensure good supporting documents for transactions
- Be in charge of day to day financial transactions
- General
- System development related to finance as required
- Carry out other duties as assigned by the Country Director to ensure smooth running of the office operations
Qualifications:
- Experience
- Minimum 5-year experience in accounting and financial management
- Experience in office management and administration
- Experience in working with Accounting Software; experience with Acumatica Accounting Software is preferable (but not essential)
- Education
- Bachelor’s degree in Accounting or equivalent training
- Skills
- Management, organizational and administrative skills
- Excellent Microsoft Word/Excel skills
- Advanced level of written/spoken English
