Consultancy - Development of District Action Plans to Ensure Effective Helmet Law Enforcement in Cambodia

As part of USAID-DIV funded road safety project “Head Safe. Helmet On.”, AIP Foundation, Cambodia is seeking expressions of interest for a short term consultant to provide technical guidance and insight into the development of district level enforcement action plans to that aim to support the effective enforcement of the recently passed motorbike passenger including child helmet law in Cambodia. The overall goal of the plans is to support the increase of motorbike passenger including child helmet use rates, and therefore decrease incidents of injury and death from road crashes in Cambodia. 

The consultancy is for a total of 10 working days, over a two month period, commencing in the fourth week of March and to be completed in the third week of May 2015. The consultant will be expected to travel to Cambodia to deliver a presentation at two workshops in the first week of April 2015 (6-8 April).

Ideally, applicants should have extensive work experience in developing law enforcement action plans of large scale road safety projects, preferably in a developing country setting; knowledge of relevant road safety policies in Cambodia or other neighboring developing countries; interested in a bit of pro-Bono work; and experience in delivering presentations to diverse audiences, in diverse settings.
