4P Project Manager

SNV Vietnam is looking for 4P Project Manager – Vietnam Partnering for Value: Promote Private - Public – Producers Partnership (4Ps) in value chain development
Based in Hanoi, Vietnam with frequent travels (Consultancy Contract)

Background

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+(Reducing Emissions from Deforestation and Forest Degradation).

SNV in international partnership with BoP Innovation Center, Venture Capital for Africa (VC4A), and Nyenrode Business University manage Inclusive Business Accelerator Vietnam (IBA) project.

In Vietnam, the Inclusive Business Accelerator Vietnam (“IBA”) will implement the project. The IBA is the first one-stop shop in the country for various services needed by businesses which include low-income groups in their operations. We use innovative acceleration models to make the businesses investor-ready. Our scope of services include: Market Intelligence & Opportunity Identification, Business Design & Readiness, and Investor – Investee Match-making. We are active in agribusiness, sustainable energy, water, and ICT innovations.

The goal of the “Partnering for Value” project is to promote successful Private-Public-Producer Partnerships that will support agricultural and rural development. This 3-year project (2015-2017) has two main components: a) a 4P Brokering Component, facilitating the identification, development and monitoring of 4P business plans at country level in the context of IFAD-funded projects that have significant value chain activities; and b) a Knowledge and Learning Component, focused on developing knowledge and capacity on successful 4P development for all stakeholders involved that inform policy development, 4P implementation and its effective support. The project will be implemented in 5 countries including Vietnam and adapt a three-pronged approach aiming at greater impact and maximizing the success of 4Ps: a 4P approach, a scaling approach and a knowledge and learning approach. Target beneficiaries are projected to include 20,000 small farmers, 100 companies, 5 national governments, 5 financial service providers as well as IFAD. The project plans to strengthen the capacity of 5 local service providers in providing 4P brokering services.

We are seeking a highly-qualified candidate to fill in the position of 4P Project Manager - Vietnam to implement this project.

Scope of work

Project Management

  • Develop annual work plan and budget according to the logical framework and associated work plan
  • Work with IFAD-funded enterprises to identify main value chains that have potential to engage Public, Private and Producer actors; develop strategy and work plan for Public – Private and Producer Partnerships in selected value chain development
  • Manage and implement relevant activities to achieve objectives and targets as planned
  • Responsible for agreements with service providers in providing a number of services; and
  • Directly manage one 4P Advisor

4P brokering component

  • Identify potential value chains, public sector, enterprises, investors, involve small producers as well as development agencies, screen and select them to engage into value chain development
  • Develop 4P business plan design, including supply chain strategy and risk analysis
  • Leverage funds for 4P business plans
  • Develop result chains (impact, outcome, indicators) for 4P business cases
  • Develop baseline and monitoring plan
  • Identify capacity building and investment needs of enterprises, small producers
  • Facilitate commercial agreements between companies and producers and investors
  • Monitor the implementation plan and budget
  • Develop and maintain scorecard on key indicators of progress and impact, including suggestion to adapt, improve and/or scale the project

Knowledge and learning component

  • Develop case studies for dissemination, public relations and/or learning
  • Increase understanding of stakeholders involved in 4P business models
  • Raise awareness and build capacity for relevant stakeholders on 4P business models
  • Ensure that experience and developed knowledge is adequately shared between the public sector, IFAD, other donors,  projects, and other partners in the country
  • Develop 4P guidelines and policy briefing papers
  • Disseminate products and findings through various communication activities; and
  • Others as required and discussed

Reporting and time allocation: The 4P Project Manager will report to the Manager of IBA. This position is preferably a full time commitment

Outputs and deliverables

4P brokering component

  • Developing a project’s work plan and budget
  • Selecting main value chains to develop in the project
  • Developing strategy and work plan for value chain development of each selected IFAD-funded enterprise
  • Successfully matching at least 10 4P cases per year
  • Baseline report for each selected value chain
  • Monitoring and evaluation system
  • Identifying companies and producer organizations
  • 4P business plans that include supply chain strategy and risk analysis
  • Identifying and supporting capacity building needs of stakeholders (enterprises and officers)

Knowledge and learning component

  • Developing cases studies for dissemination, public relations and/or learning
  • Guidelines to develop 4P models, financial analysis
  • Policy briefing papers

Candidate profile

  • University degree in Business Administration, Finance, or Economic Development; Master degree and overseas education would be an advantage
  • At least 6 years of experience in investment banking, corporate finance advisory, management consulting, or PPP transaction advisory. Prior experience with IFAD would be a plus
  • Willingness to travel to project sites on a regular basis
  • Proactive and creative in solving problems
  • Strong ability to work independently, be hardworking and a team player
  • Good organizational skills and interpersonal skills
  • Good oral and written communication skills in English
  • Good computer skills in Power Point and Excel

Contract Duration:  SNV Vietnam offers 1-year advisory contract with the possibility of extension (subject to work performance in the first year)
