National Institutional and Capacity Development Advisor (NICA)

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Cao Bang Department of Agriculture and Rural Development to implement the project VIE036  “ Irrigation Cao Bang, Wise Use of Water and Agriculture” (WUWA).

VIE/036 WUWA is in its starting up phase and has a planned duration of five years.

The project VIE/036 WUWA has three result areas:

1. Agricultural Productivity – Optimized, diversified and more resilient agricultural production systems;
2. Access to Water – Increased water availability for agricultural production systems;
3. Improved Process – Producers and service providers are actively invested in the planning and management of agricultural production systems

Lux-Development is looking for candidates to fill the following position, (one year assignment, renewable):

National Institutional and Capacity Development Advisor

The NICA is to contribute to the achievement of outcomes and outputs for result 3 on on Results Oriented Competencies and Knowledge for producers, government and private service providers aimed to improve their planning to management capacity for agricultural, irrigation and small-scale irrigation development. More specifically:

(i) Commune and District local authorities planning and managing efficiently and effectively agricultural, irrigation development services and capital investment within the scope of their legal framework and the context of the decentralization process;
(ii) Department of Agriculture and Rural Development, and in particular the divisions and units to plan and manage efficiently their services for agriculture and irrigation development;
(iii) Effective and efficient coordination system being operated at provincial level for agricultural, small-scale infrastructure and irrigation optimising the allocation of funds, both capital and operational, for which Commune People’s Committees will be process/project owners
(iv) VIE/036 project members as well as staff from counterpart providing quality services with regard to capacity building interventions.

Minimum Requirements:

• A university degree preferably in HR development, agribusiness, economics, or agriculture extension, master degree in advance;
• Practical and documented experience in Organizational Development /Institutional Strengthening
• Minimum 7 years in rural development projects, especially on organizational development and capacity building for rural communities, households, and rural employment; 
• Demonstrated record of commitment to gender equality advancement;
• Proven record of working with government agencies, business, corporate, and social enterprises on rural development, agricultural products, and agribusiness;
• Good standard of English is required (graduate level)
• Demonstrated competence in representing the project interests among stakeholders
