Senior Project Officer
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development. In Viet Nam, we have been working with our partners since 1993. We contribute to the improvement of living conditions for Vietnamese people with approximately 20 programmes and projects covering the following three priority areas of cooperation: 1) Vocational Training; 2) Environment; and 3) Energy.
The Vietnamese-German project “Creation of an Overarching Framework for Nationally Appropriate Mitigation Actions (NAMAs) and Measurement, Reporting and Verification (MRV) in Vietnam” is a project of German technical assistance to the Ministry of Natural Resources and Environment (MONRE). The project is designed with four main components, which are as follows: a) Improve the institutional capacity in MONRE to coordinate, develop and implement NAMAs; b) Identify and develop two specific NAMAs; c) Establish a national MRV system; d) Strengthen capacities for the UN climate change negotiations.
In addition to the NAMA project, the German Ministry for Environment, Nature Conversation, Building and Nuclear Safety (BMUB) is supporting Vietnam and five other partner countries in the context of the global project „Information Matters“. It aims - as its primary goal - to strengthen the in-country capacities for ambitious reporting in five partner countries: Vietnam, Egypt, Georgia, Ethiopia and Columbia. In consultation with the partners, the specific needs and priorities of the MRV systems and greenhouse gas (GHG) monitoring will be identified and improved with tailored in-country capacity-building workshops and trainings. Peer-to-peer exchange between the five countries and the generation of lessons learned to develop knowledge products are also aims under this project.
The project requires a qualified local professional for the position of: Senior Project Officer “Climate Change”
Duty Station: Hanoi, Vietnam
Duration: ASAP until December 2017
Main responsibilities:
- Coordinate the implementation of the global project “Information Matters” in Vietnam in accordance with the agreed project goals and activities (in close cooperation with the project management);
- Assist the project management to achieve the NAMA project´s objective to establish a national MRV system with the provision of professional advice and expert service;
- Support the projects’ national counterparts in MONRE and the Institute of Meteorology, Hydrology and Climate Change (IMHEM) as well as relevant sector ministries in the development of a national MRV system and in the preparation of reports required by UNFCCC (NCs, BURs);
- Liaise closely with partners of the project to promote knowledge exchange on MRV in global, regional and national fora;
- Develop concepts and organize technical meetings, workshops, training courses and conferences on MRV;
- Support the implementation of institutional capacity strengthening measures;
- Assist the Project Management in managing communication and cooperation between project partners and various involved governmental and non-governmental institutions/ organizations;
- Support in the monitoring and evaluation of the activities, prepare reports and presentation material.
Minimum requirements
- Master degree in environment economics, environmental engineering, international economics or a related field.
- At least 8 years of professional working experience in project implementation and management. Work experience abroad is an asset.
- Strong technical expertise in the area of development and implementation of climate mitigation projects in line with international M&E standards.
- Profound knowledge of Vietnamese climate change policy, legislation, institutional landscape, relevant implementation structures, responsibilities and planning processes.
- Strong understanding of the international climate change discussions as well as of relevant international approaches and methods in the area of MRV and mitigation.
- High level of written and oral communications and report writing skills in both English and Vietnamese.
- Demonstrated ability to work and produce - sometimes under high pressure - high level and quality outputs with limited supervision and management.
- Prior work experience with international development assistance organizations and programs.
- Dynamic and self-motivated character.
- Demonstrated networking skills and ability to work well in a team.
