The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50 million initiative of the Australian Government that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.
AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.
AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.
AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.
Summary of Role
The Prosecutorial Assistant – Intern will ensure that the Prosecutorial program of AAPTIP in Vietnam and Lao has the support required to maximize its quality, impact and reach in the two countries through assisting the Short Term Prosecutorial Adviser (ST-PA), Long Term Prosecutorial Adviser (LT-PA), and AAPTIP Vietnam team. The Prosecutorial Assistant Intern will help the Prosecutorial Advisers (ST-PA & LT-PA) to organise, conduct and monitor training courses, draft training reports and update all materials for especially Vietnam and Lao. He/she will also help the team and counterparts organise any meetings and trainings as required.
Specific Duties
The activities that the Prosecutorial Assistant – Intern will undertake are:
- Assist the Prosecutorial Advisers to research and collect information regarding the prosecution of Trafficking in Persons cases;
- Assist the Vietnam team and counterparts organise meetings and trainings as required;
- Assist the Prosecutorial Advisers to conduct research into national legal structures, focusing on anti-trafficking statutes and analogous criminal laws pertinent to the criminal justice response to trafficking in Vietnam and Lao;
- Assist the Prosecutorial Advisers to determine and describe rules of criminal procedure and local trial practices in Vietnam and Lao;
- Assist the Prosecutorial Advisers to identify and summarize relevant bilateral and multilateral treaties and MOU’s, focusing specifically on international instruments pertinent to the criminal justice response to transnational crimes;
- Provide input, suggestions and recommendations as requested to the Prosecutorial Advisers to assist in tailoring the skills course curriculum for specialist prosecutors to reflect the custom and practices of Vietnam and Lao;
- Assist the Prosecutorial Advisers to compile and draft background information, training materials, case studies and other texts for delivery of the skills course curriculum to participating countries;
- Provide as needed logistical and other support in scheduling, organizing and delivering training curriculum for judges and prosecutors, the skills course for specialist prosecutors, as well as other workshops and roundtables as needed;
- Update and prepare materials for the courses and workshops or roundtables delivered under the prosecution program;
- Assist the Prosecutorial Advisers to draft mission and training reports for courses delivered under the prosecution program;
- Assist the Prosecutorial Advisers on Prosecutorial program for countries besides Vietnam and Lao as required; and
- Other duties as set by the Prosecutorial Advisers.
Core Competence Required
- Understanding of trafficking and the criminal justice system;
- Sound research, analytical and written communication skills;
- Demonstrated organisational skills;
- Demonstrated skills in IT, including formatting word and excel documents;
- Demonstrated experience in working effectively in cross-cultural environments;
- Excellent communication skills and a participatory approach; and
- Understanding and appreciation of gender and human rights issues.
Qualifications
- University degree in law; and
- Excellent written and oral English proficiency is crucial.
Position Status
This position is a locally engaged position. The salary package will depend on the successful candidate’s skills and experience and is inclusive of financial benefits/allowances, required tax and social security payments.
