The Sustainable Trade Initiative (IDH), by means of various Programs, aims to improve sustainability in sector value chains, and through that contribute to the Millennium Development Goals 1 (Eradicating extreme poverty and hunger), 7 (Ensuring environmental sustainability) and 8 (Developing a global partnership for development). The Initiative for Sustainable Landscapes (ISLA), powered by IDH, convenes coalitions of public & private stakeholders to jointly formulate and invest in sustainable land and water management in a specific landscape. ISLA is active in six resource vulnerable landscapes around the world: South West Mau Forest in Kenya; Central Rift Valley in Ethiopia; Tai National Park in Côte d’Ivoire; West Kalimantan in Indonesia; Mato Grosso in Brazil, and the Central Highlands in Vietnam. Funded by the Dutch ministry of Foreign Affairs and co-funded by public and private sectors, the program will be operated from 2015 to 2018.

In Vietnam, the Central Highlands has been selected as one of the focus landscapes for the program. This region has a special important strategic position in economic, social development, defense and security in the whole country. Besides, the region is  a major producer of other agricultural and forestry commodities such as coffee, pepper, rubber, cashew, tea and cocoa; the largest forest area of the country and concentrated ethnic minorities. However, The Central Highland has not yet developed commensurately with its potential and faced with many challenges to sustainable development. The intensive agricultural development is contributing to degradation of the ecosystems in the Central Highlands and the services they provide to the economy and the communities in the landscape. The main challenges include diminishing water supply, deforestation and land degradation. Sustainable solutions can only be achieved through effective policies and regulations, providing incentives for sustainable behaviour across sectors and with a partnership between the public and the private sectors.

The program aims to have supported the establishment of financially viable public private governance models to develop landscapes in the Central Highland sustainably.

To support the establishment and implementation of ISLA Program in Vietnam, IDH cooperates with the Institute of Policy and Strategy for Agriculture and Rural development (IPSARD) as a National Institutional Coordinator.

To operate the Program, ISLA is recruiting 01 qualified local expert to operate the actives in the fields where the program is implementing. Detail tasks of local expert are as below.

2. Task

Local expert:

• Represent IPSARD to join and support activities of the Secretariat  in Lam Dong Initiative for Sustainable Landscapes Steering Committee to promote, guide, monitor activities planed by the Steering Committee.
• Represent IPSARD to join and support activities of the Secretariat in working groups to promote, guide, monitor and activities in the approved plan.
• Connect with provincial authorities and enterprises to learn, gather information and mobilize their participations in designing and implementing interventions in Lam Dong province along with IDH and IPSARD.
• Provide technical and logistics supports for business trips, meetings/workshops in the field.
• Communicate and widely disseminate information about ISLA program in the province.
• Support activities in other provinces in the Central Highland (when applicable).
• Support to connect program’s activities to other related programs and projects seeking for cooperation opportunities.
• Seek and propose experts for working groups or specific RFFs in the program framework.
• Attend regular meetings with IPSARD and IDH (when being convened) to report the progress and discuss solutions to enhance the program efficiency.
• Support IPSART to planning and write reports on field activities in the template provided by the donor.
• Join in events at local level in the program framework.
• Other connecting and advocating activities required by IPSARD.

3.  Requirements

• Bachelor degree or higher degrees in Economics; Development Economics; Agriculture – Forestry, Environment, Irrigation or other related fields.
• Thorough understanding in sustainable Agriculture – Forestry, knowing the location well in Lam Dong province and the Central Highland region, priority is given to candidate with experience in soil, water and forest in the Central Highland.
• Good connection with provincial authorities in Lam Dong and other provinces in the CH.
• English proficiency (listening, speaking, reading and writing, etc.)
• Ability to persuade and convene the participation
• Ability to search, analyze, synthesize, and edit information
• Ability to propose ideals and assess issues.
• Ability to work independently
• At least 15 years of experience working in agriculture/environment sector in the CH.

4. Implementation period

• Starting time to perform this task is from 1st October, 2015 to 31st December, 2015 and counted as 20 working days. However, the implementation time may be adjusted in accordance with the actual operation. In that case, the two sides will proceed to sign the minutes of the time adjustment made under the consent of IDH.

5. Deliverables

• 01 report for local expert’s activities (attached with collected data, minutes of meetings, other deliverables)

6. Fund for implementation: Negotiate
