National Gender Consultant

Viet Nam is a signatory to a number of key international treaties which guarantee gender equality and prohibits gender based discrimination, most notably the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). During the past few decades, the Government of Viet Nam has made significant achievements in gender equality, including enactment of the Gender Equality Law (2006) and the National Strategy on Gender Equality (2011-2020). Despite the existing legal and policy framework, the fulfillment of gender equality and advancement of women remain a challenge in all spheres of life, including high prevalence rate of violence against women and girls, growing sex ratio at birth imbalance, and widening social inequalities that marginalize already disadvantaged groups, particularly women, poor and ethnic minorities. Persistent gender stereotypes, exacerbated by media messaging reinforcing the traditional roles of men and women, remain barriers to changing society’s perceptions of gender equality. In the recent 2015 Concluding observations on the combined seventh and eighth periodic reports of Viet Nam of the CEDAW committee to Viet Nam, it concludes that “the implementation of laws and policies remains weak due to the lack of accountability mechanisms and insufficient human, technical and budgetary resources and unawareness of the concept of substantive gender equality by law and policy makers and government officials”.

UN Women Viet Nam is looking for a national gender consultant who will work with other two national consultants to conduct a study on cost and benefits of Viet Nam’s current tax incentive policies. Find the attached ToR for further information.

Financial proposal (with your signature)

  • The financial proposal shall specify a total lump sum amount in US Dollar including consultancy fees and all associated costs i.e. tax, insurance etc. (The travel related cost during the assignment would be arrange by UN Women following UN – EU cost norm 2015).
  • Please note that the cost of preparing a proposal and of negotiating a contract, including any related travel, is not reimbursable as a direct cost of the assignment.
  • If quoted in other currency, prices shall be converted to US Dollar at UN Exchange Rate at the submission deadline.
