Programme Assistant
Programme Assistant (L4) - UNESCO Office in Viet Nam
Under the authority of the Director of the Division of Field Support and Coordination and the immediate supervision of the Head of Office of UNESCO Ha Noi (to ensure intersectoral assistance), the Programme Assistant will provide administrative and logistical support for smooth and timely programme/project implementation and administrative functioning. The incumbent will:
1. Provide assistance to programme/project implementation through the monitoring of work plans and calendars, web research management and the updating of electronic and hard copy filing and control of means of verification.
2. Support coordination with counterparts in preparation of internal and external events, workshops, meetings and be responsible for the preparation of agendas, note taking and minute drafting.
3. Assist in the preparation of pre-approval files, contracts and payment requests upon receipt of the satisfactory deliverables (as reviewed by Programme Officers), monitor contract implementation status, maintain records and support up-date project and/or programme expenditures against the achievement of results.
4. Provide translation and interpretation services as well as assistance and logistical support to programme officers, consultants and staff, as required.
5. Provide support in preparing speeches, presentations, reports and other documents.
6. Additional activities that may be required to ensure the success of the work team.
Required Qualifications
Education
- University degree or equivalent professional training relevant to management, communications, business administration, social sciences or a related field.
Work Experience
- Minimum of 3 years of experience carrying out secretarial or administrative functions, including project implementation experience.
- Basic knowledge of how the Vietnamese government system functions, experience working with authorities and various counterparts ;
- Basic knowledge of Vietnam's history and culture and capacity to use this in a multicultural context.
- Proven strong interpersonal and communication skills, ability to maintain public relations, and very good capacity for multi-tasking.
- Service-oriented, efficient, reliable, polite, diplomatic, committed and pay great attention to detail.
Skills/Competencies
- Ability to respond and follow-up with many assignments and actions almost concurrently, with eventual interruptions.
Languages
- Excellent knowledge of Vietnamese and English.
DESIRABLE QUALIFICATIONS
Work Experience
- Experience in budget monitoring, contract and file management and website use is an asset.
Languages
- Knowledge of other official UN languages would be an asset.
