Consultancy Service for Training on Advocacy for DPO
Introduction:
Project “Capacity building and organizational development for provincial disabled people organizations in Vietnam” (or CODV) is in its pilot operation from July 2014 to June 2017. Its five partners include the Vietnam Federation on Disability (VFD), and the four disabled people association of Ha Noi, Ha Nam, Nam Dinh and NinhBinh.
In 2015, the project has fulfilled a 9 topic programme covering the most basic issues for a DPO management and development. For 2016, another 10 areas for training were identified, of which advocacy is given the first priority in timing and technical focus.
Vietnam has an extensive system of legislation and policies to address needs of persons with disabilities. In November 2014, the country ratified the UN Convention on the rights of persons with disability. In order that persons with disability can fully and equally participate in and contribute to the realization of these legal tools, DPOs has a key role to play, each DPO at their very practical level and relating to their own community, by facilitating, advocating for and promoting, implementation of these legal tools. The overall aim is to realize their rights to equal opportunities in all spheres of social and economic life in Vietnam.
All CODV partners recognize the big needs for having knowledge and skills in this area, and expecting that they will have the opportunities to immediately apply in their current project with the support from CODV.
To cater for this needs, the project needs consultancy service to conduct this training, planned to be in mid March 2016.
Scope of work:
- Prepare technical agenda, methodology, training materials as required for a 3 day training on advocacy, to be conducted with 25 representatives of the 5 partners of CODV.
- Discuss with CODV staff to have common understanding about the expected results of the training, and to have agreement on the best solution to achieve these results.
- Conduct the training, possibly in pair with the Project Co-ordinator.
- Special guidance should be provided to participants in applying their acquired knowledge, using their ideas for advocacy intervention to developing a simple and very practical action plan on advocacy.
- Assess the participants’ level of absorption of the knowledge and skills provided at the end of each day to make adjustment if necessary.
- Provide suggestion for further training and coaching for individual DPO as required.
Expected outputs:
- At the end of training course, participants are knowledgable about tools to do advocacy for DPOs
- Participants from each DPO can present their ideas that can finally lead to an action plan of their organization.
Requirements:
- Holder of at least master degree in relevant subjects.
- Long-term experience in training, if possible in social issues, in relation to the target groups of vulnerable population.
- Demonstrated skills of training methodology for adults, regardless their education background, people who have abundant life experience.
- Demonstrated experience in guiding training participants to produce concrete outputs from ideas on a specific subject
- Knowledgable about tools on advocacy to be used for the training.
- Proven track record in the related consultancy work
- Skills to attend to issues that need high level of tactfulness, to accompany DPOs in addressing their internal problems.
- Experience in advocacy work at grass root level, in working with local authorities in similar issues.
- Experience of work with NGOs or international development organizations is preferable.
- Working level of English.
Arrangement for implementation:
- The consultant will work closely with CODV project staff to make sure that the training achieve the best outcome.
Timing:
The training is planned for 3 days in mid March 2016.
Remuneration:
The rate of consultancy is open to negotiation but will follow the project cost norms.
