Project Officer

The GIZ Energy Support Programme is closely cooperating with the General Directorate of Energy (GDE) / Ministry of Industry and Trade (MOIT) on the development of the energy sector in Vietnam. The Programme consists of two main projects funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) entitled “Support to the Up-scaling of Wind Power” and “Renewable Energy and Energy Efficiency” (4E). The Programme is looking for a qualified local Project Officer to work for the GIZ/USAID funded Climate Finance Readiness (CF Ready) component in Vietnam under the 4E Project with the focus on increase of utilization of biomass residue from the sugar industry for energy purpose.
The Programme is looking for a qualified Vietnamese person to fill the position of: Project Officer
Duty station: Ho Chi Minh City, Viet Nam
Duration: 2 years (with the possibility of extension)
Main responsibilities:
The Project Officer will mainly support with the implementation of the CF Ready component, but also be partly involved in the conceptualization and development of the energy efficiency component of the 4E Project:
- Technically supports with the design and implementation of the Capacity building programmes for the local consulting companies in the bioenergy sector as well as for the Vietnam Sugar Association
- Assists in the design and implementation of the Training Partnership for the biomass industry;
- Liaises and coordinates with sugar companies, the Vietnam Sugar Association, and other stakeholders as needed in provision of technical assistance such as Pre F/S development for selected CHP projects from sugar industries, market assessments and short term trainings;
- Provides inputs as required to the conceptualization or development of the energy efficiency component of the 4E project, including e.g. the improvement of energy audit procedures in Vietnam and capacity development programmes for Vietnamese energy service providers.
- Supports with the liaison and networking of key stakeholders in the energy efficiency sector in Vietnam (beyond HCMC)
- Acts as resource person for information on the energy efficiency sector in Vietnam
- Supports the regular monitoring and reporting on the progress of relevant project components;
- Provides logistical, administrative, research & analytical support to external consultants (e.g. international and national trainers, individual experts and consulting teams, etc.);
- Supports the organization of relevant workshops as needed;
- Other assignments as requested by the supervisor.
Minimum requirements:
- Minimum of a Master Degree in Engineering and/or Economics
- Minimum 8 years relevant experience, with at least 3 years in international project setting
- Knowledge of renewable energy and energy efficiency policies.
- Knowledge and experience with energy efficiency, energy audit and energy efficiency in the private sector
- Knowledge and experience with biomass supply chain, technology of biomass energy plant and biomass
- private sector will be considered an asset
- Excellent written and verbal communication skills in Vietnamese and English
- Excellent organizational skills. Ability to balance multiple priorities, manage deadlines, and to work independently
- Attention to detail and accuracy
- Ability to quickly master complex and unfamiliar subjects
- Excellent interpersonal skills and ability to interact with all levels of staff in a professional manner.
- High team spirit with ability to work independently, results-oriented and self-motivated
- Willingness to travel on short trips, both within Vietnam and, possibly, abroad
