Project Manager - Humanitarian & Water Governance

We are looking for national candidates to fill the following position:

PROJECT MANAGER – HUMANITARIAN & WATER GOVERNANCE

The post is a fulltime, fixed-term, 2 years contract with possible extension, based in Hanoi but with frequent travel.

Job Purpose

To manage the strategy development and implementation of Oxfam Humanitarian and Water Governance Project in Vietnam through leading the project team and in close co-operation with key actors, to achieve policy, attitude and practice change towards improved emergency preparedness, response and recovery, and better water governance.

This post will be responsible for two main related program areas:

  • Humanitarian: to manage and coordinate the work of Oxfam in Vietnam on emergency preparedness, emergency response and recovery.
  • Water governance related projects: to contribute to the organization’s country policy on water governance and the regional Programme in close co-operation with local partners and other Oxfam teams.

This post will work alongside with Oxfam regional and global teams on relevant thematic issues.

Report to:  Programme Manager

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Humanitarian:

  • Lead the process to review and update Country Contingency Plan annually.
  • Scan emergency early warning signals; Communicate with partners,  provincial CFSC/ Red Cross and related stakeholders; Conduct rapid and in-depth assessment along with Disaster Management Working Group, UN Clusters, Government departments, Oxfam Affiliates etc.,  Write assessment report, project proposal, situation report, and share the reports with greater audiences.
  • Lead Emergency Response Team, Rapid Assessment and Emergency Response operation project relocating in project areas for about 2-6 months if necessary.
  • Ensure that project activities follow Oxfam’s standards and policy guidelines, including financial and human resource management.
  • Monitor project progress, undertake impact assessment, write case studies of emergency responses.
  • Produce reports (concept notes, situation report, monthly report, interim and final report) and other support material for donor reporting as required; Arrange project evaluation, periodical reviews and assessment when necessary.
  • Implement emergency preparedness capacity building plan, develop tools, assess partner’s capacity, develop and implement plans for developing partner capacity.
  • Represent Oxfam in relevant working groups (e.g. Disaster Management working group, CCFSC), cooperate with alliances at national level and provincial authorities to advocate for improved coordination, humanitarian standards and accountability issues.

Water governance related projects:

  • Maintain direct contacts with partners for the monitoring, evaluation and development of partners’ programs and their organizational capacities. 
  • Be responsible for identifying, developing and managing the portfolio of local partners and projects, which implies that you submit proposals for approval, spending on counterpart proposals
  • Contribute to the development, implementation and monitoring of the annual contract, report on the progress of grant management and program development, and coordinate the communication around this.
  • Actively engage in discussions with partners and other stakeholders on fostering external funding opportunities and where needed, develop programs with partners and others.
  • Signal opportunities for local co-operation and (back-donor) financing that contribute to the goals of Oxfam, develop and maintain partnerships. This includes the development and implementation of projects and programs that (potential) back-donors (can) finance
  • Provide for the appraisal of project progress reports, ensure feedback to partner organizations, monitoring of agreements, and ensure registration in the administrative system.
  • Initiate and facilitate activities concerning knowledge & information management with local partners to strengthen the effectiveness and implementation of programs and lessons learned.
  • Facilitate the networking between partners and relevant external actors like knowledge & research institutes, initiate and facilitate reports and any publications in this area.
  • Be responsible for identifying, organizing, facilitating and if needed monitoring the capacity building processes for partners on the specific theme(s).
  • In close collaboration with others Oxfam teams, contribute to the implementation of Oxfam Country Strategy.

TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE

  • University degree/post graduate, preferably social science related or/and management
  • Substantial knowledge about emergency and water governance and familiarity with innovative approaches to address the related problems.
  • Substantial working experience with development programs in Vietnam.
  • Experience and skills in planning, developing, managing and monitoring development programs/projects (including design, capacity building, partnership management, fund raising, report writing, monitoring and evaluation, knowledge management, advocacy, inter-agency networking and coordination etc.); Experience in resource management e.g. people, finances, assets.
  • Strong conceptual, analytical and strategic thinking; Ability to analyze development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors; Ability to influence others.
  • Good communications, presentation and facilitation skills; High level of written and spoken English and Vietnamese.
  • Outstanding social and intercultural skills.
  • Good computer skills (writing and spreadsheet programs).
  • Willingness to travel to remote areas of Vietnam.

Gross Annual Salary Range: VND 478,755,174 – VND 718,132,761
