Consultants to Evaluate CC Impacts on Ecosystems - society and Propose CCA Measures Under Ecosystems-based Approach (EBA)

Overview

The Project “Red River Delta Adaptation and Youth” (READY) aims to promote effective, creative initiatives in Climate Change Adaptation (CCA) in Red River Delta and to strengthen the leading role of youth in making decisions and taking actions in CCA. The Project is funded by USAID and implemented during the period from 2015 to 2018 by the Centre for Marinelife Conservation and Community Development (MCD), the Asian Management and Development Institute (AMDI) along with the Centre for Environment and Community Research (CECR). The Project is implemented with local partners including Nam Dinh, Thai Binh provinces and Hai Phong city.

In order to collect input information for the Project, the Project Management Unit (PMU) is looking for competent consultants to evaluate CC impacts on ecosystems - society and propose CCA measures under ecosystems-based approach (EBA) during the period from 15th July to 30th September, 2016.

Responsibilities and duties

  • Design, propose research methodologies, including data collection methods and research plans;
  • Conduct field trips including interviews with local people in project sites, field observations and discussions / interviews, consultation with stakeholders, local authorities at all levels under the coordination of the PMU;
  • Coordinate community meetings to collect information;
  • Participate in consultation meetings in Hanoi and project sites;
  • Disseminate research findings with stakeholders;
  • Complete: Assessment report on CC impacts on ecosystems - society and CCA solutions under ecosystems-based approach (EbA) including diagrams of ecosystems in project sites. Hand over the report with all outputs, other relevant collected data to the PMU;
  • Other duties can be included in the framework of this study.

Requirements- Qualifications

- Consultants should have appropriate qualifications, expertise and experiences to carry out the study. Besides, knowledge about CC, agricultural livelihoods, ecosystems-based approach (EBA), sociology, development and relevant experience is required;
- A minimum of 10 to 15-year experience in conducting research on CC, agricultural ecosystem and livelihoods, EBA; Ph.D. or master's degree is required. There should be evidences of qualified products for similar works;
- Experience in formulating and implementing methods/ tools to collect and analyze information for this study;
- Experience in coordinating and organizing the research team;
- Experience in coordinating meetings and discussions for consultations;
- Experience in data processing and drawing up similar reports for managers, specialists;
- Experience in working with social units and gaining support is preferable;
- Fluent in spoken and written English as well as relevant software;
- Priority is given to the Consultant Groups with both men and women;
- Consultant Group should contain a maximum of 3 experts. The requirements for each expert are as follows:

Expert on EbA and CC

  • Overview of the EBA in climate change adaptation: concept, approach, the necessity of EBA adaptation in CCA and guideline on CCA planning at local level (district)
  • Review input document of the project and investigate  natural and socio-economic characteristics of project sites;
  • Conduct field trip to project sites in order to:
    • Review the development of climate factors and potential impacts of CC on components of ecology - society; (Including assessment of CC impacts that has been conducted previously in this project and projects funded by USAID)
    • Review resilience of ecosystem - society to CC;
    • Ecological Zoning - including develop diagrams describing the ecosystem project sites;
    • Propose measures to adapt to climate change under the EBA
  • Develop adaptation measures to CC for district level under EbA approach
  • Guide integration of adaptation measures in a priority plan of local CCA
  • Complete a activity report, participating in workshops, disseminate result and collect feedback on the research within the framework of the project.

Expert on CC and livelihoods

  • Collect and synthesize secondary documents related to professional duties from different sources;
  • Develop activity plan and coordinate activities;
  • Conduct desk review on input documents of the project
  • Conduct field trips to project sites in order to:
    • Investigate the of the livelihood characteristics in project sites;
    • Review development of climate factors and potential impacts of CC on agricultural - aquacultural livelihoods and water usage in these livelihoods;
    • Develop CCA measures for agricultural livelihood under an EbA approach;
  • Participate in the consultation seminar during activity planning, operation and proposal development;
  • Complete activity report and assessment report.

Expert on Agricultural Climate

  • Support ecological – social zoning in CCA;
  • Participate in field surveys in project sites;
  • Develop maps of typical ecological areas (for 3 project sites);
  • Complete activity report and assessment report.
